French Park: Play Courts and Group Picnic Area, City Plan No. R-26Y. CAO Recommendation: By motion, approve plans and specifications for E.A. French Park: Play Courts and Group Picnic Area, City Plan No. R-26Y, and Authorize soliciting of bids and contract award by CAO if the lowest respondsible bid is within the Engineer's estimate. BACKGROUND: The Edna/Islay Specific Plan calls for the formation of a park for the area. Part of the development of this area has included the construction of E.A. French Park to be paid for in part by the City and in part by the developer. This project was divided into several phases to be completed over the next few years. Some of the phasing included landscape work. This work has been postponed indefinitely. As a trade off, the Recreation Department felt it would be appropriate to do several of the concrete elements now rather than the originally programed landscaping to keep progress going on the completion of the park. Some of these elements were planned for this phase, some were not. This project includes the construction of a Tennis Court, a Basketball Court, a Volleyball Court, Horseshoe Pits and a Group Picnic Area. Currently only the Playground Area, Parking Lot, some irrigation, some sidewalks, benches and miscellaneous retaining walls have been installed. This project would make the park much more useable to a greater number of people. Alternatives: 1) Proceed with the Park improvements, completing concrete improvements in place of some landscaping work. 2) Complete only those concrete improvements originally planned for this phase of the park project. Staff Concurrance: Recreation Department Staff feels this is a good approach to using the money budgeted for this period then later using the monies budgeted for concrete improvements to complete landscaping. Planning Department Staff has confirmed that the work is in accordance with the Specific Plan. C -B -I Y I,���►�►i�lulllllp����u►9�I�U city of San t►�.� OBispo Mi a COUNCIL AGENDA REPORT Page two Public Art: The Recreation Director has notified the office of the CAO of his intent to delay the installation of Public Art until the final phases of the project are completed. This will allow a larger, all encompassing art work for the park. FISCAL IMPACT: The Engineer's estimate for the construction of the park project is $178, 000. The original concept for the development of the park was to share the costs among the developer, the residents and the City. To satisfy his responsibilities, the developer has installed various improvements required by the City, such as walkways, irrigation, and parking facilities. The residents of tracts 1235, 1264, 1360 and 1359 (approximately 325 homes) are contributing $750 per home at close of escrow. Since July 21, 1987, 190 homes have contributed resident fees totaling $142,500. The 1987-89 Financial Plan Supplement (page E-3) budgeted $78, 300 for the park. The 1989-91 Financial Plan (page E-11) budgeted $120, 000 for 189-190 and $65, 000 for 190-191 for E. A. French Park improvements. Of the $263, 300 budgeted, $120, 042 has been spent leaving $143,258. Because the Engineer's estimate for this project is $178, 000, the City will need and additional $35,000. These additional funds will be advanced to the project from the Capital Outlay Control Account. As discussed above, the proposed improvements reflect a different phasing than originally anticipated. However, since it is the City's intent to ultimately develop the park in its entirety, there are no long term fiscal impacts to a slightly accelerated development schedule. Accordingly, it is recommended that the remaining balance of $35, 000 required to complete this phase be appropriated from the capital control account. Funding for the balance of the park project will be submitted as part of the City's 1991-93 Financial Plan. RECOMMENDATION: By motion, approve plans and specifications for E.A.
