SUBJ: FOURTH OF JULY CELEBRATION
As you may remember, during his address to the nation at the close of the Persian Gulf
War, President Bush asked all Americans to make this Fourth of July celebration a very
special one; one that our troops would never forget.
By adopting the attached resolution supporting a "Yellow Ribbon" Fourth of July, it is my
intention that this Fourth of July will be the most joyous celebration of our nation's birthday
ever.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SAN LUIS OBISPO SUPPORTING A "YELLOW RIBBON"
FOURTH OF JULY 1991 CELEBRATION
WHEREAS, the Fourth of July is a national holiday that celebrates the freedom that
was paid for by many American's last measure of devotion;
WHEREAS, President Bush has called for a national day of remembrance of our
troops who served in Desert Storm;
WHEREAS, we want to show our respect for all the men and women who have
served in America's armed services during conflicts in the World Wars, Korea and Vietnam;
WHEREAS, the yellow ribbon has become a symbol of our commitment to
remembering our servicemen and women;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San
Luis Obispo does support a "Yellow Ribbon" parade on the Fourth of July, 1991 honoring
the veterans of our armed services.

SUBJ: JULY 4th CELEBRATION. SUGGESTED RESOLUTION AMENDMENT
In order to seek a broader concensus on this issue, I offer the following resolution
for your consideration:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
SUPPORTING A 'YELLOW RIBBON" FOURTH OF JULY 1991 CELEBRATION
WHEREAS. President Bush has called for a national day of remembrance of our
troops who served in Desert Storm;
WHEREAS, we want to show our respect for all the men and women who have
served in America's armed services during conflicts in the World Wars, Korea and
Vietnam;
WHEREAS, the yellow ribbon has become a symbol of our commitment to
remembering our servicemen and women;
WHEREAS, the Iraqi invasion of Kuwait and subsequent Operation Desert Storm
resulted in the loss of untold thousands of lives;
WHEREAS, we wish to express our sorrow for the innocent war victims of all
nations;
WHEREAS, all groups in San Luis Obispo that either supported or opposed the
Operation Desert Storm are invited to participate in a memorial parade to welcome
the safe return of U.S. soldiers;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Luis
Obispo does support a "Yellow Ribbon" parade on the Fourth of July 1991 honoring
the veterans of our armed services and memorializing the untold thousands of
victims of the war between Iraq, Kuwait, the United States and other allied nations.
