CALL TO ORDER: Mayor Ron Dunin r PLEDGE OF ALLEGIANCE ROLL CALL: City Council: Vice Mayor Bill Roalman, Councilmembers Peg Pinard, Penny Rappa, Jerry Reiss and Mayor Ron Dunin J Planning Commission: Commissioners Keith Gurnee, Barry Karleskint, Janet Kourakis, Fred Peterson,Richard Schmidt,Dodie Williams and Chairman Gilbert Hoffman PUBLIC COMMENT PERIOD (Not to exceed 15 minutes) Immediately following roll call,members of the public may address the City Council and Planning Commission on items that DO NOT appear on the printed agenda. Please observe the time limit of three minutes. A speaker slip (available in the Foyer) must be filed with the City Clerk prior to the beginning of the meeting. _. As a general rule,action will not be taken on issues not listed on the agenda. Staff will generally be asked to a follow-up on such items. The Council is interested in hearing from the public regarding issues or concerns of the community and welcomes your input BUSINESS ITEM 1. LAND USE ELEMENT ECONOMIC STUDY (JONAS/462 - 3 hrs.) Consideration of the Land Use Element update and economic study scope. Page 1 of 2 r- Council/Planning Commission Agenda May 6, 1991 RECOMMENDATION: Provide direction to staff and consultants concerning an appropriate scope and budget for the economic study. Jonas * FINAL ACTION.• General discussion held Council and Planning Commission gave general consensus to the LUE Workscope and budget as discussed this evening and as recommended by staff. 2. SOUND AMPLIFICATION AFFECTING PUBLIC AREAS (JONAS/738-45 MIN.) Consideration of sound amplification affecting public areas. RECOMMENDATION: Provide suggestions for better enforcement of existing regulations and better coordination of events in and adjacent to Mission Plaza. State law provides that Council take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist. Formal action or approval is not preferred and such items should be continued to the next Regular meeting. Dunn * COMM L Janet Kourakis encouraged the Parks and Recreation Commission to review and make recommendations concerning the Open Space Element instead of having an additional advisory commission for this purpose.
