SUBJECT: Household Hazardous Waste Funds
CAO RECOAD4ENDATION:
By motion, approve that monies being returned to the City of San Luis Obispo in the amount of
$8,939.00 be allowed to remain in a fund managed by the San Luis Obispo Area Coordinating
Council.
DISCUSSION:
The City of San Luis Obispo has been allocated $8,939.00 by the California Integrated Waste
Management Board. This money is derived from funds generated at the Cold Canyon Landfill and
is dispersed by the board to local jurisdictions by a grant program. The size of the grant is
dependent upon the amount of monies collected at the local landfill and the costs of programs
conducted by,jurisdictions in the preceding year.
This year San Luis Obispo County jurisdictions were awarded $27,000. These monies are currently
specified to be returned to each jurisdiction based on their financial participation in the Household
Hazardous Waste Collection Day which was conducted on June 2, 1990. The San Luis Obispo
City's share was $8,939.00.
The Solid Waste Task Force is requesting that all local agencies allow these funds to remain in a
fund managed by the Area Coordinating Council to assist in the financing of the following;
• HHW Collection Activities
• Toxics Materials Cleanup
• Facility Development or Specialized Equipment
0 Educational Efforts
The Solid Waste Task Force's Technical Advisory Committee would develop proposals as to how
these funds would be spent. The proposals would then go before the San Luis Obispo Area
Coordinating Council for authorization prior to initiation of the projects and fund disbursement.
This process would allow input from all jurisdictions on the use of these funds prior to the monies
being forwarded to the implementing agency.
Concurrence
The City's Finance Director has reviewed the request and concurs.
Fiscal Impact
Allowing the use of returned funds to be made available for similar uses in the future will reduce
the amount of monies needed to be budgeted for in existing accounts and will to some degree
reduce staff time in preparing budget request for similar funds.
Alternatives
Do not approve request and allow the funds to return to the City's General Fund.
This alternative is not recommended based on the fact that the Household Hazardous Task Force
can more effectively utilize these funds for the mitigation of the county-wide problem.
