COUNCIL HEARING ROOM - CITY HALL CALL TO ORDER: Mayor Ron Dunin ROLL CALL: Vice Mayor Bill Roalman, Councilmembers Peg Pinard, Penny Rappa, Jerry Reiss and Mayor Ron Dunin t: PUBLIC COMMENT PERIOD (Not to exceed 15 minutes) Immediately following roll call, members of the public may address the City Council on items that DO NOT appear on the printed agenda. Please observe the time limit of c three minutes. A speaker slip (available in the Foyer) must be filed with the City Clerk prior to the beginning of the meeting. As a general rule, action will not be taken on issues not listed on the agenda. Staff will generally be asked to follow-up on such items. The Council is interested in hearing from the public regarding issues or concerns of the community and welcomes your input. PUBLIC HEARING - 1. FLOOD MANAGEMENT POLICY (ROMERO/597 - 90 min.) Consideration of Flood Management Report update and flood control improvements. _ . RECOMMENDATION: A) Reaffirm Flood Management Policy; B) Direct staff to ;�._.. pursue flood control improvements considering, l)upstream detention,2)elimination of tight spots, 3)widening of San Luis Creek below confluence, and 4) incorporation of trails and retention of riparian habitat as recommended. PRELIMINARY 1991-93 FINANCIAL PLAN (STATLER-233) Consideration of the 1991-93 Preliminary Financial Plan (continued from 4/29/91 and 5/13/91). RECOMMENDATION: Discuss and consider the Preliminary 1991-93 Financial Plan. STATLER** FINAL ACTION.• Council continued its review of the 1991-93 Capital Improvement Plan. Upon general consensus, Council directed staff to prepare a letter to the Board of Supervisors requesting consideration to add a one-half sales tax measure for Park and Open Space acquisition on the November 1992 ballot. State law provides that Council take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist.
