DISCUSSION: As part of the 1990-91 Grants-In-Aid process, the City Council provided a grant of $1,500 to the Children's Home Society. The agency subsequently declined the grant as they were not in the position to implement the program that the grant had been approved for. The HRC has allowed the $1, 500 to serve as a reserve for the Commission's Grants-In-Aid Program during 1990-91. Because the end of the year is approaching and no needs have been identified for the use of the monies, the HRC would like to allocate the reserve funding in $500 increments to Hotline, Rape Crisis, and the Women's Shelter. The HRC selected these groups unanimously as all three provide superior services to the community. The monies would be used to fund ongoing operational costs associated with each program. Existing grant contracts would be amended to provide the additional funding to the groups. FISCAL IMPACT: The $1,500 is available within the HRC's Program budget (1026) . CONCURRENCES: The HRC concurs with the contents of this letter. DH\res-3
