Santa Rosa Field Restroom Replacement
CAO RECOMMENDATION:
By motion, approve purchase and installation of pre-fabricated restrooms
from Restroom Facilities Corporation as a single source supply purchase
to replace existing structure at Santa Rosa Park softball field.
DISCUSSION:
The restroom facilities at Santa Rosa Park softball field are one of
most heavily used within the City's park system. For eight months of
the year, the restroom is opened for public use seven days a week for
adult softball and youth baseball activities. Over 250 people per day
utilize the restrooms during softball and youth baseball game times.
During weekend softball tournaments, from 500-750 participants and
spectators per day are present for activities with the restrooms open
for twelve hours each day. Facilities are opened only during scheduled
recreational activities with staff present, making the Santa Rosa
softball restrooms relatively secure and free from problems plaguing
other City restrooms.
The existing structure is over 40 years old and has extensive termite
damage. Access for the handicap is non-existent. Replacement fixtures
will meet the City's requirement for low flow toilets.
Restroom Facilities Corporation, from Reno, Nevada, specializes in pre-
fabricated restroom structures. Their fixtures meet all building and
fire codes with an emphasis on energy efficiency, vandal-resistance and
low maintenance. Their facilities are site specific; architectural
services are provided and on-site construction is completed by the
manufacturer in ten days. Restroom Facilities Corporation's service is
unique as the building and method of construction are patented. The
Purchasing Control Manual, Section 201-1, provides for a single source
purchase if the product is unique and certain patent or proprietary
rights indicate superior features. Other restroom facilities furnished
by this corporation are located at Port San Luis near Avila Beach and
in Las Positas Park in Santa Barbara.
CONCURRENCES:
Public Works Department, Recreation Department and the Parks and
Recreation Commission are in agreement that this facility needs to be
replaced. Community support from the San Luis Obispo Softball Players
Association and the San Luis Obispo Girls Softball Association has been
received for the project. The City Attorney's office has determined
that the Restroom Facilities Corporation product is a "single source"
item.

This project was submitted to the Community Development Director for
minor and incidental review. Project was approved as submitted on May
16, 1991.
FISCAL IMPACT:
EXISTING APPROPRIATION IS ADEQUATE
A preliminary estimate of $50,015 has been presented by Restroom
Facilities Corporation to demolish the existing structure and to design
and construct a new facility at the Santa Rosa Park softball field.
$53,000 has been budgeted in the 1989-1991 Capital Improvement Plan
(page E-11 of the 1989-1991 Financial Plan) for design, construction and
contingencies .for the Santa Rosa Park softball field restkooms. Staff
time for project management and inspection has been estimated at 50
hours. Project would be scheduled so that construction does not create
an inconvenience to the facility users during the softball/baseball
season now underway.
Work previously completed to support this project includes:
1. Sewer line reconstruction
2. Installation of underground electric conduit
3. New water service to site
ALTERNATIVES:
1. Approve purchase and installation of pre-fabricated restrooms from
Restroom Facilities Corporation, a single source supplier, for Santa
Rosa Park Softball Field. This action would provide for a cleaner,
safer and more accessible facility for adult softball, youth baseball
participants and spectators.
2. Deny recommended action at this time as an alternative. The Santa
Rosa Softball field restrooms will remain in its current location and
continue to deteriorate. Additional staff time from Public Works will
be required to maintain, repair or piecemeal fixtures to keep the
restrooms operational. Eventual closure may result due to health
concerns. Replacement of the restrooms will become more costly if
action is delayed.

will not require review by the Architectural Review Commission.
Your project is approved as submitted.
My action is final unless appealed within 10 days of the date of
this letter. Anyone may appeal the action by submitting a letter
to the Community Development Department within the time specified.
Appeals will be scheduled for the first available Architectural
Review Commission meeting date. If an appeal is filed, you will
be notified by mail of the date and time of the hearing.
Keep in mind that you still need to secure necessary building
permits prior to construction.
