SUBJECT: Application for an Urban Forestry Grant from
the State of California
CAO RECOMMENDATION:
Adopt the resolution approving application for a $40, 000 urban
forestry grant from the State of California.
BACKGROUND:
The America the Beautiful Act of 1990 and the California
Wildlife, Coastal, and Parkland Conservation Bond Act of 1988
have allocated $720,000 in fiscal year 1991/92 for urban forestry
grants to plant trees on public property. The city received the
grant application guidelines during the last week of May 1991,
and the deadline for applications is June 17, 1991.
The grants are limited to a maximum of $40, 000 per project and
can pay for the cost of trees and the cost of educational
materials (up to a maximum of 10 percent of the grant)
The grants cannot pay for:
• trees planted in parks or on private property
• staff salaries
• overhead
• planting materials (stakes, ties, soil amendments, root
barriers, etc. )
Selection criteria favor projects with education components,
citizen involvement, and good maintenance tracking procedures.
DISCUSSION:
Under obviously short notice, staff is assembling an application
for grant money which would supplement the $45,000 street tree
replacement project included in the 1991/92 CIP. As submitted,
this project calls for replacing 154 street trees destroyed by
frost in December 1990. If the city's grant application is
approved, staff proposes changing the project scope to take
advantage of eligible grant costs. The $45,000 proposed for the
CIP project would pay for removing the destroyed trees ($14, 000)
and buying enough materials (stakes, ties, soil amendments, root
barriers) to plant 900 street trees ($31,000) . The $40,000 grant
would then pay for 900 15-gallon trees ($36,000) and various
education materials ($4, 000) . Under city supervision, private
organizations (such as SLO Trees, the San Luis Garden Club or the
SLO County Land Conservancy) or volunteer labor (such as /�

California Men's Colony or California Conservation Corps workers)
would plant the trees and water them until established.
FISCAL IMPACT:
The staff proposal would create an $85, 000 project, with $45, 000
coming from the street tree replacement project in the 1991/92
CIP, and $40,000 coming from the state grant.
If the grant is approved, staff will submit a revised CIP project
request descrbing the prject scope in detail.

RESOLUTION NO. (1991 SERIES)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LUIS OBISPO
APPROVING A GRANT APPLICATION
TO THE URBAN FORESTRY GRANT PROGRAM
UNDER THE CALIFORNIA WILDLIFE,COASTAL, AND PARK LAND
CONSERVATION BOND ACT OF 1988
FOR THE CITY OF SAN LUIS OBISPO STREET TREE PLANTING PROJECT
WHEREAS, the people of the State of California have enacted
the California Wildlife, Coastal, and Park Land Conservation Bond
Act of 1988, which provides money to the State of California and
political subdivisions for urban forestry programs; and
WHEREAS, the State Department of Forestry and Fire
Protection has been delegated the responsibility for
administering the grant program within the State and for setting
up necessary procedures governing application by local agencies
and non-profit organizations under the grant program; and
WHEREAS, the procedures established by the State Department
of Forestry and Fire Protection require applicants to certify by
resolution approval of applications before submittal to the
State; and
WHEREAS, the City of San Luis Obispo will enter into an
agreement with the State of California to carry out its street
tree planting project;
NOW THEREFORE BE IT RESOLVED that the City Council of the
City of San Luis Obispo:
1. Approves filing an application to the Urban Forestry Grant
Program under the California Wildlife, Coastal and Park Land
Conservation Bond Act of 1988 for state assistance on the City of
San Luis Obispo Street Tree Planting Project; and
2. Certifies that the City of San Luis Obispo has or will have
sufficient money to operate and maintain the project; and
3. Certifies that money under the jurisdiction of the City of
San Luis Obispo is available to begin the project; and
4. Certifies that the City of San Luis Obispo will spend grant
money before June 30, 1993; and
5. Appoints Lane Wilson, Parks and Buildings Manager, as agent
for the City of San Luis Obispo to conduct all negotiations and
execute and submit all documents, including, but not limited to,
applications, agreements, amendments, payment requests, and so
on, which may be necessary to complete the project.
