SUBJECT: Specifications for the Purchase of Heavy Duty Trolley
CAO RECOMMENDATION: By motion, approve specifications of (1) heavy
duty trolley vehicle and authorize the soliciting of Request for
Proposals and contract award by the CAO, if the lowest responsible
proposal is within the estimate of $170,000.
DISCUSSION:
Backaround
At the April 16, 1991 City Council meeting staff was directed to
prepare specifications for the acquisition of a heavy duty trolley
vehicle to be used as the City's primary vehicle for the shuttle
program. This heavy duty trolley will be San Luis Obispo's primary
trolley vehicle. It will be constructed to withstand the demands
put upon it for continual maximum capacity ridership throughout the
tourist season. The trolley will be wheelchair lift equipped so
as to conform to the requirements of the recently legislated
Americans with Disabilities Act.
Due to the uniqueness of the vehicle, specifications have been
developed to produce a vehicle that will give the City long-term
service with a minimum of maintenance and still present an
appearance that will be conducive to the atmosphere that exists in
the downtown area. The undercarriage and running gear in the
specifications are akin to those that one would find in a smaller
transit heavy duty bus. Key features are as follows:
Style Vintage turn of the century streetcar.
Engine In line turbo diesel.
Transmission Four speed automatic
Seats Hardwood slats with cast aluminum frames
stained and sealed with epoxy.
Interior Panels Solid hardwoods (no veneers or plywoods) ,
sanded and stained with marine spar varnish (4
coats) . All fasteners to be capped with brass
plated caps.
Modesty Panels Heavy gauge aluminum finished in automotive
paint and pin striped in period decor.
Grab Rails, All stantions and grab rails to be of solid
Stantions brass tubing, to run the full length of the
trolley. Heavy leather grab straps will be
mounted at each seat position. All mounting
hardware will be brass screws.

Wood Trim Solid hardwoods, no veneers sanded and stained
with four coats of marine spar varnish.
Interior Lighting Minimum five dome lights in period trolley
decor, trimmed in brass to accentuate the
vintage look.
Exterior Lighting A single headlight assembly mounted in the
center front with a stand-off design polished
brass housing. Additional standard high/low
beam headlights will be provided.
Side Windows Horizontal sliding or drop-down pocket vintage
design, tinted to reduce solar heat
transference, safety laminated glass.
Exterior Rub Rails Three separate solid hardwood rub rails to run
the full length of the trolley, minimum four
inches wide.
Cow Catcher Vintage style heavy gauge woven wire finished
in gloss black automotive paint.
Noise Level With all components operating, noise level
Interior cannot exceed 82DBA with the windows closed.
Wheelchair Lift An exit door mounted, self-contained, stainless
steel electric or hydraulic wheelchair lift to
be provided.
Purchasing Procedure
The provisions of Municipal Code 3 .24.060(G) applies to this
contract, which provides for the use of the Request for Proposal
process (instead of a formal bid) when an RFP "will result in a
more favorable and efficient comparison of supplies, equipment
and/or services. "
Due to its highly technical nature and the variety of features
available, staff recommends a Request for Proposal (RFP) process
for this purchase in accordance with the City's adopted purchasing
policies. Under an RFP approach, factors other than cost are
appropriately considered in the award of the contract, and not all
of the numerous specification preferences need to be completely
met.

In the case of a heavy duty trolley, durability, passenger
amenities, and locally performed maintenance directly translate
into operational costs, a key factor to be considered in
determining value for cost. These can be somewhat subjective
factors, but are important features in evaluating which trolley
will lead to the greatest overall productivity for our transit
system.
FISCAL IMPACT:
City Estimate
The City estimate for the construction of a heavy duty transit
trolley that is lift equipped is $170,000. This is consistent with
information provided in the November staff report, when the City
decided to make the shuttle service a permanent part of our transit
system. It is also consistent with the March 19, 1991 staff report
in which the Council received the Short Range Transit Plan Trolley
Evaluation document.
Funds Available
Revenues are available to cover this expenditure from an approved
Federal Mass Transportation Administration UMTA Grant in the amount
of $33,060. The balance is from the fund balance carryover TDA for
fiscal year 1990-91.

SUBJECT: Revised Recommendation for Item C5
The current recommendation for the solicitation of proposals to
purchase a trolley allows for contract award by the CAO, if the
lowest responsible proposal is within the purchase estimate. Upon
further consideration, staff does not believe that delegation of
award to the CAO is appropriate in this case, given that the
recommended purchase can be based on several considerations other
than only cost. Award should instead be made by the City Council.
Therefore, the following revision to the staff recommendation is
suggested:
"By motion, approve specifications of one heavy duty trolley
vehicle and authorize the soliciting of Request for Proposals". and
