BACKGROUND: The Council reviewed a resolution to support a 4th of July Parade at its meeting of April 16, 1991, but was unable to reach agreement on specific wording. The Business Improvement Association has since taken action to sponsor the 4th of July Independence Day Parade. The theme is "SLO Salutes the Guardians of Our Independence" and recognizes the men and women who served their country. It is also a special welcome home to the veterans of Desert Storm and their families. A letter has been received by the Business Improvement Association, dated May 28, 1991, requesting Council support the 4th of July Independence Day Parade and grant city services provided similar non-profit organizations. The parade permit application has been reviewed and approved by all affected City departments, the Chamber of Commerce and the Catholic Church, subject to recommended conditions. I think that this would be a gesture of great appreciation for them. I 'think it would show how much we , as a community, supported our local soldiers . It would be an example of how their city is glad that they are back from their time of trial . The issue is whether this celebration is one for the war or the safe return of our soldiers . I guess it can also be construed by some to be the celebration of a job well done to go and liberate peoples that were under seige by an unwanted force. OR, the celebration of the loss of lifes for oil. The latter can 't be, because the war stopped once the people of Kuwait were liberated . As for the celebration of war, only cowardice and ignorance can be a justification for this reason- ing. Why, because if for example my neighbor came knocking at my door frantically asking for help and I was the only person that was able to help; am I going to turn my back and say, "sorry its your problem" or instead s.ay', ,"-it will be alright, I will help you My father faiught' in_.WW:II and came back home a hero. My brother faught in Viet Nam and came back home considered by some a criminal . I served my country during the Viet Nam war as a nurse helping our injured soldiers and I was also considered .a criminal and addressed as a "BABY KILLER" . I felt ashamed to wear the uniform that represented our country, because I beli eved at the age of 21 that it was my fault soldiers were dying in Viet Nam. The only thing I did was to join the army, because I believed in what it represented (our country) and I was proud to be an American . I urge each one of you to set your personal opinions aside and to vote for what the people want. I believe the majority would like to celebrate the safe return of our soldiers . Psychologically it would be beneficial to each one of them (soldiers) , because if anybody knows what war is all about they do. My conversation with veterans that have been in war is that they would have rather not been there, but they were loyal to our country and courageous to serve. Courageous , because not only did they oppose an enemy abroad but also at home. Let ' s all celebrate their safe return and I emphasize "SAFE RETURN" , not to promote that war is acceptable, or for political reasons. I realize that this is a city issue - and that I now live in Atascadero . I feel the inaction on the part of the Council to honor our service people is a poor reflection of San Luis Obispo County sentiment. As a former resident and city taxpayer I hope my views are counted in with the rest of the responses you receive . I protested the war in Viet Nam and my closest friend at the time was a Vietnam veteran who was against the war and suffered from Delayed Stress Syndrome , a recognized medical disorder caused by war. I am currently married to a Vietnam Veteran. If I learned anything from them it was that they risked everything (their lives , their careers , their ho'melife.; and. mental health) to fight for their country with no appreciation. It shattered them and still shatters them. I-happen to support the War in the Persian Gulf. It was no Vietnam and that is probably why 90% of the country was behind it . History has taught us when British Prime Minister, Neville Chamberlain, adopted a passivist approach to Adolf Hitler that it only supplied him the additional time to strengthen his war machine . Even if I did not feel the way I do , I would not deny the American service people their parade . It is not a time to ed- ucate the public of the evils of warfare by tagging on an anti-war section. I might remind Councilman Roalman that he does not have a monopoly on the topic and it is very out of order to presume he needs to-:teach us .'.'hrawlit.".is Many of us know "how it is" firsthand. If Councilman Roalman and his group feel that theii views y Yo. need additional recognition beyond the candlelight vigil I RN they organized last winter, then let them ask for it .
