SUBJECT:
Submittal of Plans and Specifications for Traffic Signal
Installation: Los Osos Valley Road at Descanso, City Plan No.
R-03C.
RECOMMENDATION:
Approve plans and specifications, authorize staff to advertise for
bids, and authorize the CAO to award the contract if. lowest
responsible bid is within the Engineer's Estimate.
BACKGROUND:
This signal is on Los Osos Valley Road, an area which has experienced
some growth over the past few years. The signal will provide both
vehicle and pedestrian actuation, and will be used by school-aged
children who will be able to use the pedestrian pushbuttons to cross
the street while traffic is stopped. This location presently meets the
State signal warrants for Interruption of Continuous Flow.
Council has asked that signal plans for this location be prepared and
has budgeted the money for them.
ALTERNATIVES:
Option 1: Approve recommendation for approval of plans and
specifications.
Option 2: Postpone signal installations to a later date.
PROS AND CONS OF THE ALTERNATIVES:
Option 1: Proceeding with the installation will utilize funds set
aside for this project, and will provide assignment of
vehicle and pedestrian right-of-way.
Option 2: Projects may be more expensive to install at a later date.
CONCURRENCE:
This project has been given a categorical exemption by the Planning
Department.
