Jonas /Community Development Director by: Jeanette i Leo, Long Range Planner SUBJECT: Amendments to the Laguna Lake Park Master Plan Contract. CAO RECOMMENDATIONS: (1) Approve the amendment to the Laguna Lake Master Plan contract represented by Exhibit 1, and (2) Authorize the Mayor to sign the Laguna Lake Park Master Plan contract amendment for an additional $3 , 300 beyond the current contract amount. DISCUSSION: On September 18, 1990, the City Council approved a contract for $26, 010 with Crawford Multari and Starr for completion of a Draft Master Plan for Laguna Lake Park. The contract included research, surveys, the development of draft planning principles, developing three alternative designs for the park, and finally the development of a single draft plan and cost estimates for that plan. The Laguna Lake Park project has generated a large amount of input and interest from both the public and city commissions. To maintain this level of community involvement the project 's Steering Committee has supported conducting additional meetings and hearings beyond those outlined in the consultant' s original workscope. To compensate the consultant for these additional meetings, and the i costs associated with these meetings (i.e. , reproduction costs associated with generating plans for different city commissions) , the Steering Committee recommended that the project' s contract be amended. To provide for these additional hearings and associated costs a discretionary fund is being proposed as part of the project's compensation schedule (see Revised Exhibit C) . This discretionary fund provides a total amount of $3 , 300 for meetings and reproduction costs. The discretionary fund, as proposed, could only be utilized with approval of the City' s project manager. Any monies remaining in this fund when the contract is completed would revert back to the City. The addition of this discretionary fund is consistent with the master plan process in that the fund provides a mechanism for additional meetings thus augmenting community input and interaction. . Revised Exhibit C provides the change in contract cost (based on the addition of the discretionary fund) , from a total contract cost of $26, 010 to a total cost of $29, 310. This exhibit also denotes the change to project timing resulting from scheduling and conducting these additional meetings. The original contract is available in the Council Office for review. FISCAL IMPACTS The 1989-91 Financial Plan identifies this project as item D-4 on page B-43 . The Capital Improvement Plan Fund includes $50, 000 for the completion of the Laguna Lake Park Master Plan (e.g. , the draft plan, draft study, and a final design phase) . Under the amended contract and workscope, Crawford Multari and Starr have provided a cost estimate of $29, 310 to complete the Laguna Lake Draft Master Plan. This revised total contract cost would be fully supported by the general fund and would be consistent with the Financial Plan. i After completion of the final draft park design and City Council acceptance, Crawford Multari and Starr will provide a proposal for the park's final design. Staff would review this proposal and prepare a contract for City Council review and approval. Costs associated with the final design would be partially or completely covered by the remaining $20, 690 budgeted for the park' s master plan (consistent with the project' s total $50, 000 funding) . I The $50, 000 budgeted for this project was for preliminary and final j park design, thus prior to the construction of any new facilities additional monies would need to be allocated for environmental review, construction, and any land acquisitions the Council wishes to pursue. Monies for these project components have not been budgeted at this time, and the associated cost for these components have not been established at this time. Attachment: Exhibit 1 - Contract Amendment Revised Exhibit C - Compensation and Work Schedule r: EXHIBIT 1 AMENDMENT TO LAGUNA LAKE PARR MASTER PLAN AGREEMENT This amendment, dated July 16, 1991, shall revise the Laguna Lake Park Master Plan agreement dated September 18, 1990 which was negotiated between the Community Development Department, City of San Luis Obispo and Crawford Multari and Starr. This amendment authorizes: (1) a discretionary fund for the purpose of reimbursing the consultant for meetings and reproduction costs that were not identified in the original contract, (2) an increase in the total contract cost as noted in attached Revised Exhibit C (i.e. , a change in contract cost from $26, 010 to $29, 310 as a result of adding the discretionary fund) , and (3) a revised timeline for the project as denoted in Revised Exhibit C which is based on the time needed to conduct public and commission hearings. Other than the revisions noted in this amendment, all other provisions of the September 18, 1990 contract shall remain in effect. The discretionary fund, the additional contract cost, and the change in timelines identified in attached Exhibit 1 and Revised Exhibit C have been mutually agreed upon by both parties as is indicated by the signatures below.
