CAO RECOMMENDATION:
Provide any additional desired direction for the work scope.
Authorize staff to negotiate an agreement with Fugro-McLelland
(West) , Inc. , to prepare an EIR for the general plan Land Use
Element update and the Circulation Element update, for a total
cost not to exceed $85, 000.
DISCUSSION
Background
On June 25, the council endorsed a schedule and process intended
to allow adoption of updates to the general plan Land Use,
Circulation, and Housing Elements by July 1992 . The council
directed that work on the EIR begin as soon as possible. Under
the approved schedule, a preliminary work scope would be
established, a consultant selected, and consultant work initiated
on the environmental setting, while the council is deciding the
actual project description (in the form of revised drafts of the
Land Use Element and the Circulation Element) in a series of
workshops this summer.
Staff has:
- Prepared a preliminary scope, based on commission, council,
and public discussion to date;
- Reviewed brochures and directories of consulting firms, to
derive a "short list" of major firms from outside the area
(to avoid potential conflicts) , having experience in EIR's
for general plan updates;
- Sent a request-for-proposals to five firms which appeared to
be qualified and expressed an interest in doing the work
(this RFP is available in the council office for reference) ;
- Held a pre-proposal conference with representatives of the
five firms, to help them equally become familiar with
issues, work to date, and expectations;
- Evaluated proposals from the five firms. The proposals are
available in the council office for reference. A summary of
staff 's evaluation is attached.

While staff is recommending a preferred firm, the final scope may
reflect ideas from several proposals, and from council comments
at this meeting. In particular, the definition and evaluation of-
alternatives may require more work.
The schedule called for the council to approve an agreement at i
the August 6 meeting. Even with the continuation of this item,
staff needs more time to negotiate the detailed work scope and
agreement, and proposes to return for council approval of the i
agreement on the September 3 agenda.

FISCAL IMPACTS
The not-to-exceed cost proposals range from $78, 540 to $114,600,
with the recommended firm proposing $85, 000; the budgeted amount
for environmental review of the Land Use Element ($45, 000) and
the Circulation Element ($40,000) , according to the adopted 1991-
93 budget, equals the proposed cost.
