SUBJECT: Designation of Voting Delegate for the League Annual Conference
RECOMMENDATION:
Appoint Mayor Dunin as voting delegate and Vice-Mayor Bill Roalman as
alternate to the League Annual Conference, October 13 - 16, 1991.
BACKGROUND:
The Annual League of California Cities Conference is scheduled for October
13 - 16 in San Francisco. An important aspect of the conference is the General Business
Session at which time the membership takes action on conference resolutions. Annual
Conference resolutions help guide cities and the league to improve the quality and
responsiveness of local government in California.
To expedite the conduct of business at this meeting, the Council should
designate a voting representative and an alternate who will be present at the Business
Session scheduled to take place on Tuesday, October 15, at 1:30 p.m. at the Hilton Hotel.
Each city is entitled to one vote.

Dear City Official•
This year's League Annual Conference is scheduled for October 13-16 in San Francisco. One very
important aspect of the Annual Conference is the General Business Session at which time the
membership takes action on conference resolutions. Annual Conference resolutions guide cities
and the League in our efforts to improve the. quality, responsiveness and vitality of local
government in California. All cities should be represented at the Business Session on Tuesday,
October 15, at 130 p.im at the Hilton Hotel
To expedite the conduct of business at this important ply making meeting each City Council
should designate a voting representative and an alternate who will be present at the Business
Session. The League Constitution provides that each city is entitled to one vote in matters affecting
municipal or League policy. A voting card will be given to the city official designated by the City
Council on the enclosed "voting delegate form." If the Mayor or a member of the City Council is
in attendance at the Conference, it is expected that one of these officials will be designated as the
voting delegate. However,if the City Council will not have a registered delegate at the Conference
but will be represented by other city officials, one of these officials should be designated the voting
delegate or alternate.
Please forward the enclosed "voting delegate form" to the Sacramento office of the Leag,.e at the
earliest possible time (not later than Friday. September 20 1991), so that proper records may be
established for the-Conference. The voting delegate may pick up the city's voting card at the
League Registration Area in the Hilton Hotel.
if neither the voting delegate nor alternate is able to attend the Business Session, the voting
delegate or alternate may pass the voting card to another official from the same city by appearing
in person before a representative.of the Credentials Committee to make the exchange.
An outline of the voting procedures that will be followed at this conference is printed on the
reverse side of this memo. It is suggested that the Mayor and all Council Members from a given
city try to sit together at the Business Session so that, if amendments are considered, there may be
an opportunity to exchange points of view and arrive at a consensus before the city's vote is cast.
Your cooperation in returning the attached 'voting delegate form" as soon as possible
appreciated. .

Annual Conference Voting Procedures
1. Each member city has a right to cast one vote on matters pertaining to League policy.
2. To cast the city's vote a city official must have in his or her possession the city's voting card
and.be registered with the Credentials Committee.
3. Prior to the Annual Conference, each city should designate a voting delegate and an
alternate and return the Voting Delegate Form to the League for use by the Credentials
Committee.
4. The voting delegate or alternate may pick up the city's voting card at the voting delegates'
desk in the conference registration area.
5. Free exchange of the voting card between the voting delegate and the alternate is permitted.
6. If neither the voting delegate nor alternate is able to attend the Business Session, the voting
delegate or alternate may pass the voting card to another official from the same city by
appearing in person before a representative of the Credentials Committee to make the
exchange.
7. Qualification of an initiative resolution is judged in part by the validity of signatures. Only
the signatures of city officials, who, according to the records of the Credentials Committee,
are authorized to use the city's voting card and who have left a sample of their signature on
the Credentials Committee register will be approved.
8. ' In case of dispute, the Credentials Committee will determine the right of a city official to
vote at the Business Session.

Council Subcommittee to the Bicycle Advisory Committee
SUBJECT: APPOINTMENT RECOMMENDATIONS TO
BI_CYCLE ADVISORY COMMITTEE
The Council took action at its meetings of May 7, 1991 and June 24, 1991 to form a Bicycle
Advisory Technical Ad Hoc Committee. The Committee is to be modeled after the
Eugene, Oregon approach and be charged with the following:
1. prioritize and recommend amendments to the 1985 Bicycle Facilities Plan and return
to Council if necessary;
2. review funding opportunities, including Proposition 16 and others; and
3. evaluate the need for a permanent bicycle or alternate transportation committee.
The Council Liaison Subcommittee (Dunn/Roalman) interviewed 12 applicants. Terry
Sanville, staff representative until the Bicycle Coordinator is appointed, also participated
in the interviews.
The Council Subcommittee citizen recommendations are:

RE: Bicycle Advisory Committee
Dear Mr. Dunn:
Please consider me for an appointment to the new bicycle advisory committee. The safe inclusion
of bicyclists on our city streets is of strong interest to me. I commute to work and to Cal Poly on
a bike daily. I have been a resident of San Luis Obispo since 1975 as an employee of the county
Department of Planning and Building.
Overall, people in San Luis Obispo.are tolerant of bicyclists, but there are many safety and access
issues that prevent most people from venturing into this form of transportation. Bike lanes and bike
paths are definitely needed in San Luis Obispo.
I would like to see the critical problems handled first,while proceeding with some strategic planning
for some of the goals in the Bikeways Plan. I do not want to reinvent that plan but reach a
consensus on those parts that can go forward now. To avoid the reaction that recently occurred,
perhaps a team of staff from the Community Development Department and Public Works is needed
to work together, to anticipate the neighborhood factors as well as the technical implementation of
the Bikeways Plan.
