Wastewater Treatment Plant Improvement (Phase III) : Digester #3
Repair, City Plan No. P38S.
CAO RECOMMENDATION:
By motion, approve plans and specifications for Wastewater Treatment
Plant Improvement (Phase III) : Digester #3 Repair, City Plan No.
P38S, authorize soliciting of bids and contract award by CAO if the
lowest responsible bid is within the Engineer's estimate.
DISCUSSION:
The existing digester has recently been cleaned as part of this project.
The interior surfaces must now be sandblasted and coated. The previously
installed rising steel dome, which moved in response to changing levels
in the digester, has ceased to operate properly and is now to be fixed
in place. In addition the project will seal the digester to prevent
leakage of gases into the air and provide some additional safety
equipment.
CONCURRANCES:
The Utilities Department has reviewed plans and specifications and
concurs with staff recommendations.
FISCAL IMPACT:
The engineer's estimate for this project is $53 , 000. The CIP for 1990/91
(page H-16) includes $70,000 for the Repair of Anaerobic Digester No. 3 .
ALTERNATIVES:
1) Proceed with the final stage of cleaning and repair of the digester.
2) Do not proceed with the repairs at this time and put the digester
back in service. This would result in severe operational problems and
possible discharge violations.
