SUBJECT: Composition of the Open Space Advisory
Committee

RECOMMENDATION: That the City Council (1) approve Exhibit 1 in
terms of the attached list of organizations,
neighborhoods, etc. , (2) in concept approve a
committee that has between 10 and 17 members,
and (3) direct Community Development Department
staff to send the application form to those
groups indicated in Exhibit 1, review the
applications submitted, and come back to the
Council with recommendations.
BACKGROUND:
On June 25, 1991 the City Council supported in concept the creation
of an Open Space Element Advisory Committee (OSEAC) composed of
individuals from (a) outside the city (i.e. , major property
owners) , (b) the Planning Commission, (c) the Architectural Review
Commission, (d) the Park and Recreation Commission, (e) local
neighborhoods, (f) business, and (g) community groups.
At that meeting staff was directed to (1) return with a list of
organizations or groups that would be requested to submit an
application, and (2) provide guidelines for the committee's size
and organization.
DISCUSSION:
Exhibit 1 provides a list of organizations, agencies, and
neighborhood groups that would receive an OSEAC application form
from the Community Development Department. In addition, this
exhibit provides the maximum number of participates that would be
accepted in each category. The size and organization of the
committee was determined by tabulating the number of
representatives from each category (see Exhibit 1) . From this
estimate, it is anticipated that the OSEAC could range from 15 to
17 members. Staff requests that the City Council approve a
Committee size ranging from 10 to 17 members in order to provide
flexibility. Such flexibility allows for varying levels of
community interest.
Beyond the organizations that would receive direct mailings the
OSEAC's formation would be advertised. The Community Development
Department anticipates accepting applications from organizations

and/or persons not listed on Exhibit 1. In the case that numerous
applications are received in one classification, it is anticipated j
that first preference for appointment would be based on the
individual 's: (a) ability to represent a cross-section of the
community (e.g. , is a member of more than one group and/or
organization) , (b) knowledge of the community, and (c)
qualifications and reasons for wanting to serve on the OSEAC.
Also attached for City Council review is Exhibit 2 which provides
the application form that would be sent to the various
organizations, agencies, etc. At the time individuals or
organizations are contacted a memo would be attached which explains
the planned workshop schedule and the concept of the OSEAC (e.g. ,
what is being requested of the individual that serves on the
OSEAC) .
FISCAL IMPACT:
The costs associated with developing an OSEAC and conducting
workshops have already been incorporated into the budget for the
Open Space Element. There are no new costs associated with forming
an advisory committee or conducting public workshops.
RECOMMENDED ACTION:
A. That the City Council:
1. Approve Exhibit 1 in terms of the attached list of
i organizations, neighborhood, etc.
2 . In concept approve an Open Space Element Advisory Committee
of 10 to 17 persons.
3 . Direct Community Development Department staff to send the
application form to those groups indicated in Exhibit 1,
review the applications submitted, and come back to the
Council with recommendations.
Other Alternatives:
B. That the City Council direct staff to complete the Open Space
Element without an advisory committee.
C. That the City Council direct staff to utilize the Planning
Commission or Park and Recreation Commission as the OSEAC.
