PUBLIC COMMENT
P.C.1. Don Smith 1114 vista Del Lago,said the primary issue the Council should consider in its update of the
General Plan is the environment.
P.C.2. Carla Saunders.Citizens' Planning Alliance, commented on the format of the meeting and said that an
environmental expert should be present to oversee quality of life issues. She reminded Council that advisory vote
on Measure G at the November 7, 1989 Regular Municipal Election had shown that the citizens are clearly in
favor of limiting growth to 1%.

STUDY SESSION
1. GENERAL PLAN UPDATE (Fide No. 463)
Council considered the General Plan update;specifically;1)jobs/housing balance;2)commercial growth control;
and 3) maintaining agriculture (continued from 7/31/90, 8/28/90, 9/25/90, 1/28/91, and 5/6/91).
Arnold Jonas Community Development Director, outlined the issue areas to be discussed today.
Dan Iacofano. Facilitator, introduced himself and explained how he would be expediting the meeting.
Glen Matteson. Associate Planner, reviewed the issue papers before Council today beginning with the
jobs/housing balance.
Suzanne Lampert. Economic Consultant, provided comparative statistics on the jobs/housing balance from
selected Bay Area cities.
Mayor Dunin asked for a breakdown between students and workers.
10:05 a.m., Mayor Dunin declared a recess.
10:29 a.m., Mayor Dunin reconvened the meeting, all Councilmembers present.

After discussion, the Council agreed by general consensus that regional transit be considered a priority in the
element in order to reduce net in-commute;residential growth should be limited to 1%; to strive to improve the
jobs/housing balance in order to allow people to work in the same community in which they live;and that a way
to provide affordable housing must be found.
After further discussion, Council directed that non-residential growth rate be subject to further studies by the
economic consultant on a range of growth rates from S% to 3%.
Mayor Dunin recessed the meeting at 12:10 p.m.
At 1:30 p.m., Mayor Dunin reconvened the meeting, Councilwoman Pinard absent.
Glen Matteson Associate Planner, reviewed the portion of the staff report on maintaining agriculture and
outlined the areas of Class I and 11 soils in and around the City.
Councilwoman Pinard joined the meeting at 1:45 p.m.
Carla Saunders read a statement on behalf of Citizens Planning Alliance on sustaining agricultural property, in
particular the Dalido Farm.
Don Smith urged Council to define the greenbelt around the City.
Dave Garth Chamber of Commerce, said the Dalidio property is a natural location for commercial expansion.
Vice Mayor Roalman and Councilwoman Pinard said that they both favored saving the Dalidio property for its
agricultural value.
Mayor Dunin and Councilmembers Rappa and Reiss agreed that the Dalidio property should remain in the
General Plan as a future expansion area. Council discussed preserving portions of the parcel along Highway 101
as open space and developing the remaining portion for residential and commercial uses.
Manor Dunin recessed the meeting at 3:05 p.m.
At 3:20 pm. Mayor Dunin reconvened the meeting, all Councilmembers present.
Council discussed the Irish Hills, Margarita/Garcia and Orcutt expansion areas. Council agreed that existing
agricultural areas within the City contribute to its character and and they should work with the County to ensure
agricultural areas surrounding the City are preserved.
Councilwoman RaW asked staff to provide the Council with copies of the current adopted County growth
program.
Carla Saunders again urged the Council to bring an environmental expert on board immediately to take part in
the General Plan review.
Vice Mayor Roalman asked staff if it would be possible to have an environmental consultant attend the next
scheduled meeting on the General Plan.
Glen Matteson Associate Planner,said that this would not be possible. The earliest an environmental consultant
would be selected would be to attend the August 5 meeting.
Vice Mayor Roalman asked staff if it would be possible to have an air quality expert and a traffic consultant
attend the August 5 meeting as well.

John Dunn City Administrative Officer, said that the ne)d scheduled General Plan review meeting on July 26,
1991,was problematic for a Councilmember and the July 26 meeting was subsequently rescheduled from Monday,
July 29, 1991 beginning at 8:30 am.
There being no further business to come before the Council, Mayor Dunin adjourned the meeting at 4:20 p.m.
