c o san tui s OBISPO q.-3-11
COUNCIL AGENDA REPORT ITEM NUMBER: /
FROM: Ken Hampian, Assistant City Administrative Officer
Prepared by: Harry. Watson, Transit Manager
SUBJECT: Resolution authorizing the application for an Urban Mass
Transportation (UMTA) Section 18 Apportionment Grant that would
apply to the Bus Stop Improvement Program.
CAO RECOMMENDATION: Adopt a resolution authorizing staff to apply
for a new UMTA Section 18 Apportionment Grant in the amount of
$10, 000 toward the Bus Stop Improvement Program, and amend the
budget to accommodate the required $2, 000 match (80/20) .
DISCUSSION:
The San Luis Obispo Area Coordinating Council (SLOACC) staff
contacted our Transit Division on July 16, 1991 advising that a
very limited window of opportunity exists for the application of
apportionment Section 18 grant monies that will be made available
to the County. This window of opportunity will close in the second
week of September 1991. This offer was made by SLOACC to the City
because of the City's recent history for aggressively pursuing
grant monies and following through with the required applications.
This grant, should it be approved, would be a minimum matching
grant on 80/20 basis.
The funds would be used for the Council mandated Bus Stop
Improvement Program to include bus stop signs, destination and
route map signs, benches, trash receptacles, and passenger
shelters.
At their August 14, 1991 meeting, the Mass Transportation Committee
heard and recommended our applying for this grant.
FISCAL IMPACT:
The grant application is in the amount of $10, 000. The amount of
match that would be required by the City should the grant be
approved is in the amount of 20% or $2 , 000. Sufficient funds are
available in the Transportation Development Act (TDA) to support
this additional request; at the end of 1991-92 , it is projected
that $204 , 800 will be available in unallocated TDA funds to support
this request (page G-10 of the 1991-93 Financial Plan) . The
approved 1991-93 budget would need to be amended to allow for the
required match of $2, 000.
FINAL APPLICATION:
The grant application, when completed, will be available for review
in the City Clerk' s Office. Given the short application deadline,
however, the application may not be completed until after this
agenda item is heard. Through this staff report, staff is
requesting authorization to pursue grant funding so that the
application can be submitted as soon as possible after completion.
