Peterson, City Enginee Prepared by: John Rawles, Engineering Assistant/Traffic SUBJECT: Fuel Efficient Traffic Signal Management (FETSIM) Grant Program RECOMMENDATION: Pass Resolution Authorizing the Public Works Director to Apply for the 1992 FETSIM Grant Program. BACKGROUND: The FETSIM grant program, funded by Senate Bill 880, provides direct financial support for training and technical assistance to local agencies. The primary goal is to help cities reduce unnecessary stops, delays, and the associated fuel consumption, through the development of more effective traffic signal timing plans. Secondarily, the FETSIM program provides City staff with knowledge and expertise in the use of state-of-the-art signal timing computer tools and techniques which can be used to effectively manage and update other signal operations following completion of the grant project. Staff has proposed to the State a program which attempts to coordinate Highway 1 (Santa Rosa Street) with the downtown coordination grid. The goal is to create a signal timing plan which will allow a smooth progression of traffic into and out of the downtown core via Santa Rosa Street. The FETSIM retiming project consists of the following phases: • Data collection • Computer analysis • Before and after field studies • Signal timing implementation and fine tuning • Project evaluation The project follows a one-year grant term with a final report due in December 1992 . FISCAL IMPACT: The FETSIM grant program requires a minimum 25 percent local share toward the costs of carrying out the signal timing project. The local share may consist of local staff time required to complete the project work and/or monitor consultant work, purchase of project-related signal and/or computer equipment, or local funds to pay for consultant's work. This project will cause the need for minor signal controller upgrades at three intersections, purchase of computer hardware and software, and extensive data collection. The grant program extended to the City by the State requires an estimated local cost of $30, 500 or a 36% local share. The estimated program costs are: City Share State Share Staff Time 20, 000 --- Miscellaneous 500 --- Equipment 10,000 38,400 Consultant 16 . 500 30, 500 54 ,900 Total Project Cost: $85,400 The City's share should be financed from the Traffic Signal Improvement Project Budget in the 1991-93 CIP (see Page E-8) . The approved budget for 1991-92 is $100, 000. Funds for the approved project will be transferred from the Capital Control Account following State approval of the FETSIM application. The enclosed map (Exhibit A) shows the affected traffic signal network included in the proposed project. The purpose in choosing this study area was to overcome the problems associated with interconnecting an arterial system (Santa Rosa Street) with a grid system (the downtown) , to provide more efficient access and egress to and from the downtown, and to establish a workable strategy between City and State signal systems which can serve as a basis for interconnection with other signal systems in the future. (1991 Series) AUTHORIZING FUEL EFFICIENT TRAFFIC SIGNAL MANAGEMENT PROGRAM GRANT APPLICATION WHEREAS,, the City of San Luis Obispo recognizes that it is in the interest of the national economy to promote the conservation of energy resources and to reduce our nation's dependence on costly foreign oil; and WHEREAS, fuel efficient traffic signal management by the City of San Luis Obispo will provide benefits to the local community in the form of improved traffic flow, reduced fuel consumption, reduced vehicle operating costs, reduced air pollution emissions, and improved safety due to smoother flow; and WHEREAS, funds have been established and are available through the California Department of Transportation for grants to local governments for efficient traffic signal management projects; NOW THEREFORE BE IT RESOLVED, that the City Council of the City of San Luis Obispo authorizes the submittal of an application to the California Department of Transportation for a Fuel Efficient Traffic Signal Management grant and the Director of Public Works of the City of San Luis Obispo is hereby authorized and empowered to execute in the name of the City of San Luis Obispo all necessary applications, contracts, and agreements to implement and carry out the purposes specified in this resolution.
