FINAL APPLICATION: The grant application, when completed, will be available for review in the City Clerk's Office. Through this staff report, staff is requesting authorization to pursue grant funding so that the application can be submitted as soon as possible after completion. ALTERNATIVES: 1. Do not submit the application. Continue to operate our existing bus. This alternative is not recommended due to the high maintenance costs that would be required to keep this bus in regular daily service. 2 . Submit the application. This is the recommended alternative. If the grant is approved, the City would purchase one transit coach during Fiscal Year 1992-93. ATTACHMENTS: 1. Resolution 2 . (1991 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO AUTHORIZING AN APPLICATION FOR AN UMTA SECTION 18 DISCRETIONARY GRANT TO PURCHASE ONE TRANSIT COACH BE IT RESOLVED by the Council of the City of San Luis Obispo; Section 1: To authorize the application for an UMTA Section 18 Grant to purchase one transit coach. Section 2: To authorize the City Administrative Officer or his designee to sign all documents pertinent to the application. Section 3: To appoint the City Administrative Officer or his designee as the agent of the City of San Luis Obispo to conduct all negotiations, execute and submit all documents pursuant to the City's Purchasing Manual. All original documents including, but not limited to, the applications, agreements and amendments are to be retained in the Office of the City Clerk. Section 4: The City Clerk is hereby directed to furnish an executed copy of this resolution for attachment to approved application and other supporting materials as may be required for forwarding to: Cal Trans, Department of Transportation District 5, 50 Higuera Street San Luis Obispo, CA 93403 Cal Trans, Division of Mass Transportation 1120 N Street Sacramento., CA 95811 NOW, THEREFORE BE IT RESOLVED that authorizing an application for an UMTA Section 18 Discretionary Grant to purchase one transit coach is hereby approved. � g -3 Page Two Resolution No. (1991 SERIES) On motion of seconded by and on the following roll call vote: AYES: NOES: ABSENT: the foregoing resolution was passed and adopted this day of 1991. Mayor Ron Dunin ATTEST: City Clerk Pam Voges APPROVED: City A nistra ve Offic t tt ney \coach.rpt SAN LUIS OBISPO AREA COORDINATING COUNCIL MEMO TO: Transit Operators FROM: Dan Herro DATE: August 14, 1991 REGARDING: UMTA Section 18 Grant Applications In action taken today, the San Luis Obispo Area Coordinating Council unanimously gave programming approval to the attached list of UMTA Section 18 Program projects. Your project is among the approved ones. Comments from the board were all complimentary and no members of the public testified at the public hearing. Please note that all discretionary applications are due in the Caltrans District 5 office (attention Shayne Sandeman, 549-3682) on or before September 6, 1991. We ask that apportionment applications also follow this deadline, and remember that the Area Council must sign off on Part 2 of Section 18 application forms. Please get your applications to us for signature as soon as possible. All forms are unchanged since last year and may be found in Volume 1 of the green Caltrans Handbook for UMTA Section 18 Applicants, dated December 1989. Section 18 regulations require documentation of a public hearing opportunity for capital project grants. The attached Proof of Publication may be used for verification that a public hearing was properly noticed for your application; if you choose to hold a local hearing as well Part 8 of the above Handbook should be used for guidance. c 9- s
