CALL TO ORDER: Mayor Ron Dunin PLEDGE OF ALLEGIANCE ROLL CALL: Vice Mayor Bill Roalman, Councilmembers Peg Pinard, Penny Rappa, Jerry Reiss and Mayor Ron Dunin COUNCIL MEETING CAN BE HEARD ON KCPR FM 91.3 PUBLIC COMMENT PERIOD (Not to exceed 15 minutes) Immediately following roll call, members of the public may address the City Council on items that DO NOT appear on the printed agenda. Please observe the time limit of three minutes. A speaker slip (available in the Foyer) must be filed with the City Clerk prior to the beginning of the meeting. As a general rule, action will not be taken on issues not listed on the agenda. Staff will generally be asked to follow-up on such items. The Council is interested in hearing from the public regarding issues or concerns of the community and welcomes your input. P.C.1. Kathy Cleeves, 670 Higuera, spoke to her concerns about loss of business and lack of notification as a result of City construction project at the intersection of Higuera and Nipomo E 10h Streets. P.C-2 Brad Goans, P.O. Box 13035, San Luis Obispo, reported on the International War Crimes Tribunal held on September 14, 1991. P.C3. Tad Hillier, 1022 Morro, read a letter into the record expressing frustration at the lack of notification relative to the downtown projects. P.C.4. Gary Falsman, 2234 Santa Ynez, urged against the rezoning of the Frontier Motel to E allow a fraternity or sorority as he felt it was inconsistent with the character of the neighborhood P.C.S. Mike diMilo, 781-1/2 Peach, encouraged better scheduling of street maintenance projects. P.C.6. Lynn Block, BIA Administrator, encouraged better communication of street projects impacting downtown merchants. 1 r �+ Council Agenda September 17, 1991 P.C.7. John Kellerman, Jr., 1180 Madonna Road, also expressed opposition to the rezoning to allow a fraternity/sorority on Henderson Street. P.C.8. Dick Cleeves, 670 Higuera Street, expressed his concerns about lack of notification concerning street construction projects. Mayor Dunin to execute a letter requesting the utility companies notify the City as far in advance as possible regarding construction scheduling projects. A-1. RECOMMENDATION: Award contract in the amount of $94,675 to Lee Wilson Electric of Arroyo Grande for Traffic Signal Installation as recommended. RECOMMENDATION: By motion, approve and authorize the Mayor to execute a letter to the San Luis Obispo County Board of Supervisors regarding proposed countywide development fees as recommended. C-5 FREE TRANSIT DAY (HAMPIAN/542) Consideration of designating September 24, 1991, as "Free Transit Day". RECOMMENDATION: Adopt resolution designating September 24, 1991, as "Free Transit Day" as part of the City's contribution to and recognition of the statewide "Alternate Transportation/Ridesharing" activities as recommended.
