Wastewater Management Plan Implementation, Unit 4 Wastewater
Treatment Plant Improvements Project - City Plan No. R-29S, State
Revolving Fund (SRF) Loan No. C-06-4031-160, Award of Construction
Contract.
CAO RECOMKENDATION:
By motion, approve the award to, and authorize the Mayor to execute,
a contract with Alder Construction in the amount of $10,486,781.00
for the construction of the Unit 4 Wastewater Treatment Plant
Improvements Project, City Plan No. R-29S. Award to be made
contingent upon receipt of Approval to Award (ATA) from the State
Water Resources Control Board (SWRCB) Division of Loans and Grants
(DLG)
DISCUSSION:
Background:
The Unit 4 Wastewater Treatment Plant Improvements project is the
final stage of implementation of the Wastewater Management Plan.
This project is intended to provide the City with the necessary
wastewater treatment plant processes to insure compliance with the
City's National Pollutants Discharge Elimination System (NPDES)
wastewater discharge permit requirements for receiving water
limitations. The project will insure compliance with the NPDES
requirements for turbidity, color, and temperature. In addition,
the project will provide the necessary treatment to produce a
wastewater effluent suitable for reclamation purposes. The City is
currently developing an aggressive Water Reclamation Program which
will coincide with the completion of the Unit 4 Improvements. The
goal of the Water Reclamation program is to begin distribution of
the reclaimed water upon completion of the Unit 4 project.
Rey components of the Unit 4 Improvements project include: dual
media filters; cooling towers; flow equalization; disinfection and
dechlorination processes; an upgraded effluent pipeline and
discharge structure; stand-by power generation .facilities; a new
Administration and Laboratory building; and a ferrous chloride
injection system to prevent the generation of hydrogen sulfide in
the anaerobic digesters.

On May 21, 1991 Council approved Plans and Specifications for the
Unit 4 Wastewater Treatment Plant Improvements Project, City Plan � .
No. R-29S. The project was subsequently advertised for bids on June
15, 1991. Bids were received and opened for this project on August j
29, 1991. Five bids were received for the project ranging from
$10,486,781 to $12,870,666. The low bid was provided by Alder
Construction Company of Salt Lake City, Utah.
Bid Evaluation
City staff and the City's consulting engineer, Brown and Caldwell,
have reviewed the bid documents provided by the low bidder, Alder
Construction, and have found only a few minor omissions which should
have no effect on the acceptability of the bid.. In addition, staff
has reviewed the Minority and Womens Business (MBE/WBE) utilization
and procurement documentation provided by Alder Construction and
have determined that Alder Construction has complied with the
requirements of the Clean Water Grants Bulletin No. 113-A for
MBE/WBE procurement.
Consent Decree Compliance
A request for Approval to Award (ATA) was submitted to the SWRCB-
DLG on September 11, 1991. Staff is recommending to Council award .
of the construction contract to Alder Construction be made
contingent upon receipt of the ATA from the SWRCB-DLG. This action
is being recommended to insure compliance with the terms of the
Consent Decree between the City and the State Regional Water Quality
Control Board (RWQCB) for award of contract. The compliance
deadline provided in the Consent Decree for award of contract is'
October 25, 1991. This Council action will insure compliance on the
City's part in the event of a lengthy review time by the SWRCB.
FISCAL n[PACT:
The City has obtained approval for State low interest loan funding
for this project. The interest rate will be approximately 3.5%.
Based on previous cost projections, on May 8, 1990, Council approved
an annual rate increase of $2.00 per month for a single family
residence over a four year period, and a revenue program sufficient
to cover the debt service of the Wastewater Management Plan projects
and other operating and CIP program expenses. This project was
identified and approved in the 1898-91 Financial Plan and Approved
1989-90 Budget, page E-7, Wastewater Treatment Plant Improvements,
at a total cost of $25,364,000. The required improvements approved
are to be completed in two phases, Units 3 and 4. The Unit 3
improvements are currently underway. This project, Unit 4, is the
second phase of construction. n

Staff worked closely with the SWRCB-DLG in obtaining State approval
of the Plans and Specifications and was able to obtain eligibility
for low interest loan funding for the entire unit 4 project. A
detailed cost breakdown for the project is as follows:

CONCURRENCES:
The City Attorney has reviewed the bid documents and concurs with
the recommendation herein. Award of this contract and completion of
the project is consistent with previously established goals and
policies established in the City's Wastewater Management Plan.
