DISCUSSION•
Purpose of the Study Session
The purpose' of the October .7 study session is to provide the
Council' witli! an`overvi(iw' of. the California Integrated Waste
Management Act of 1989, better known as AB 9.39 . This law
mandates that all jurisdictions will divert 25% of their waste
stream from landfills by 1995, and 50% by 2000.
The Council will also be provided with an update on all programs
the City is in the process of implementing to meet AB 939 waste
diversion and reduction goals. This includes progress reports on
curbside recycling, commercial recycling, the new sort facility,
and the recycling promotional program.
Agenda for the Study Session
1. ) AB 939
The Solid Waste Task Force developed a regional planning approach
for designing AB 939 programs and facilities. Under a Memorandum
of Agreement, all the cities in the county and the unincorporated
county area are working with the SLO Area Coordinating Council as
lead agency to develop waste reduction plans.
Each jurisdiction must generate plans that will be approved by
the County and the State. The Source Reduction and Recycling
Element (SRRE) includes a Waste Characterization, Source
Reduction, Recycling, Composting, Facility Capacity, Education
and Public Information, Funding, Special Waste, and an
Integration Component.
AB 939 provides jurisdictions with a hierarchy of waste diversion
methods. Jurisdictions are directed to place top priority in
source reduction programs which involve eliminating the
generation of waste in the first place. Recycling and composting
follow source reduction in order of priority.

The Technical Advisory Committee (TAC) of the Solid Waste Task
Force (SWTF) is currently reviewing the second series of Draft
Components prepared by Brown, Vence & Associates (BVA) , a Bay
Area consulting firm. The TAC is working to develop appropriate
plans that will build on our existing curbside and commercial
recycling programs. Final plans are expected to be presented to
the Council for approval in the spring of 1992 . Staff intends to
hold study sessions to review our AB 939 plans prior to this
time.
The TAC is working with BVA to develop plans that are based on
existing programs. Expanded services will be based on San Luis
Obispo's existing residential curbside collection, multi-unit
residential, mobile home park and commercial collection programs.
Programs will include backyard and municipal composting, and
expanded sorting facilities.
2. ) The City' s Recycling Programs
• Volume Based Rates
The volume based rate program was introduced to City residents
as an incentive to reduce waste. Residents select either the
premium service of 6 cans a week, the standard service of 1
waste wheeler a week, or the economy service of $1 per orange
bag. Staff and San Luis Garbage Company will report on the
participation rates in each of these service areas.
• Curbside
The City's residential curbside program has recently been
expanded to include more types of materials and has been
updated to offer simplified collection for residents. Tin (bi-
metal) cans and all plastic containers numbered 1-7 have been
added to glass, aluminum, PET and HDPE plastic containers for
curbside collection. Also, residents no longer have to
separate these containers by type. All containers are
collected by SLOCO Recycles commingled with newspapers bagged
or tied separately. Staff, Tom Martin from San Luis Garbage
Company and John Ryan, the Recycling Coordinator for SLOCO
Recycles will provide an update on the residential curbside
program.
• Commercial Recycling
The commercial recycling program is up and running. This
program includes collection of separated recyclables from bars
and restaurants, offices, businesses, multi-family residences,
mobile home parks and institutions. Staff and San Luis Garbage
Company will provide an update of these programs and explain
goals for expansion.

• SLOCO Recycles New Sort Line
The sort line on Tank Farm Road is the latest edition to
recycling programs for San Luis Obispo. This conveyer belt has
made it possible to collect more types of materials from
businesses and residents, and to collect containers commingled
rather than separated. Staff and San Luis Garbage Company will
explain how it works and how the sort line is instrumental in
expanding services to more homes and businesses.
• Recycling Promotion
SLOCO Recycles also provides the City with promotion for the
recycling services. Staff and San Luis Garbage Company will
provide a report on current activities and plans for the
future.
• The City' s In-House Recycling Efforts
In closing, Council will be presented with an update of
recycling programs within the City offices, including a
description of the current program and of plans to increase the
materials we collect.
