DISCUSSION: For several years, the Business Improvement Association (BIA) has implemented a "Christmas Meter Bagging Program" during the holiday season. The purpose of the program is to provide free parking for Christmas shoppers. Over the history of this program, the City has made a contribution from the parking fund to this program. These contributions have been either direct or indirect (last year two hours of free parking was provided in the parking structures) . The BIA is requesting a contribution of $3 , 000 from the City for the 1991 Christmas season. They are asking for this contribution as a partial offset to program cost increases caused by the recently implemented increased meter rates in the downtown area. The BIA has also asked for a contribution for the 1992 Christmas season. Depending upon the number of meters bagged, the City's contribution will represent between 14% - 16% of the total estimated program costs. The majority of the costs will be supported by merchant contributions and the BIA. Consistent with the shared goal of "financial independence" for the BIA, staff believes that the cost of the Christmas bagging program should ultimately be fully assumed by the BIA. As such, staff recommends a City contribution of $3 , 000 for 1991 and a contribution of $1, 500 for 1992 . Thereafter, the Christmas bagging program would be totally supported by the BIA. CONCURRENCE: The BIA concurs with the staff recommendation. FISCAL IMPACT: Initially, the BIA requested support from the City's Parking Fund for the bagging program. Prior City contributions were made from this fund. However, with the establishment of the Economic Stability Program, staff recommends that it would be more appropriate to allocate funds from this source. Assisting the downtown during the forthcoming Christmas season during this time of economic "slowdown" , should be considered a contribution to a business support/retention effort. In addition, use of this funding source will keep the Parking Fund "whole" since it will involve a transfer of General Fund monies to the Parking Fund as a part of the overall Christmas bagging program. $96, 000 was budgeted in the Economic Stability Program in 1991/92 and $166, 000 in 1992/93 . Due to the increase of meter rates in September 1991, the cost of this program has increased by 40%. Throughout the history of this program, ;the City has made a financial contribution ranging from $6,000 to $3,000. In 1990, the two hour free parking in the structures was provided with a net contribution of approximately $7,500. The Parking Committee has pursued gaining financial support in the form of a decreased meter rate to $3..30 for 1991 rather than the proposed $4.00 charge per eight hours. This negotiation has failed to result in any rate changes. . I would like to request your assistance in supporting this program. The BIA Parking Budget is contributing $6,000 to this program; and, the merchants are being solicited individually for the remaining $11,000. In order to match the yearly program, the city contribution would be $3,000.
