PUBLIC COMMENT PERIOD
(Not to exceed 15 minutes)
Immediately following roll call, members of the public may address the City Council
on items that DO NOT appear on the printed agenda. Please observe the time limit of
three minutes. A speaker slip (available in the Foyer) must be filed with the City Clerk
prior to the beginning of the meeting.
As a general rule, action will not be taken on issues not listed on the agenda. Staff will
generally be asked to follow-up on such items. The Council is interested in hearing from
the public regarding issues or concerns of the community and welcomes your input.
P.C.I. Evelyn Delaney, Board of Supervisors member, submitted a list of unincorporated
communities desirous of participating in the State Water Project, including likely allotment
requests.
Dunin* P.G2. Evelyn Delaney invited the Council to attend a joint meeting with the Board of
Supervisors and requested Council indicate best time and dates for that purpose

1. SPECIAL PLANNING ISSUES (JONAS/HETLAND/463 - 4 hrs.)
Consideration of the following planning issues, specifically: 1) Reclaimed Water Line
Proposal;2) Cal Cities Water Service to the Airport Area; 3)Appropriate Land Uses
for the Dalidio Property; 4) Review of City Councilmember maps; and 5)
Identification of Circulation Element Issues.

2) Council opposed the California Cities Water Application with the PUC;
3) Council supported Option #2 (agricultural emphasis) in concept for use of the
Dalidio property;
4) Councilmember maps reviewed and general comments made; and
S) Council provided staff with direction on Circulation Element issues of concern.

Re: La Lomita Ranch
Dear Mr. Dunn:
Following our conversation yesterday, we wish to request that the Council consider our
wastewater line proposal on a different agenda than that which you appear to have
established for a special study session on November 4th. That session is also scheduled
to consider the Dalidio proposal as well as the Cal Cities Water discussion regarding the
airport area.
Our reason for asking the Council to consider the La Lomita proposal at a study session
— hopefully during the week of November 18th — is that we will not be ready to present
the Los Nomadas project that will be proposed for La Lomita Ranch property until the
week of the 18th. While we would be able to discuss in detail our proposal for the
wastewater line, we know that there will be questions as to the purpose of its construction
and I think that the Council and staff could best review the wastewater line in conjunction
with the Los Nomadas proposal.
Please let us know whether the Council would be willing to consider the La Lomita Ranch
wastewater line and the Los Nomadas presentation -- at a separate meeting. If the
Council still wishes to consider the wastewater line issue .on November 4th, we will
certainly be prepared to present that to the Council, but our discission would have to be
limited to the wastewater line proposal only.
Please let us know your thoughts and the Council's directions.

Dear Councilmember Rappa:
On behalf of the Airport Area Property Owner's Association (AAPOA), whom we
represent in the Airport Area Specific Plan process, we appreciate the Council's direction
to hold a special session on November 4th to consider Airport Area planning issues in
general and our request to Cal Cities Water Company to expand their service area in
particular.
Recent months have seen a dramatic increase in activity and interest on the part of the
AAPOA to pursue a strategy that will result in the completion of this planning effort so
that the individual property owners could move forward and improve their properties
consistent with the plan.
We would be happy to meet with any of the individual Council members to discuss our
recent activities, the intentions of the property owners, and the reasons for the actions they
have taken.
Should you have any questions or comments before the November 4th meeting, please get
back to us at your earliest convenience. Otherwise, we look forward to seeing you on the
4th and to making our presentation to your Council.
