Adopt and authorize the Mayor to sign the resolution approving the annual TDA claim. 2 . Approve amended Transit Budget. DISCUSSION: Background Transportation Development Act (TDA) The Transportation Development Act (TDA) provides the major source of funding for public transportation through the regional transportation planning agencies (for the County of San Luis Obispo, this agency is the San Luis Obispo Area Coordinating Council) . This public transportation funding source is called the county Local Transportation Fund (LTF) . LTF has been in existence since 1972 . Local Transportation Fund (LTF) In each county, TDA creates a LTF for the transportation purposes specified in the Act. Revenues of the LTF are derived from 1/4 cent of the six cent retail sales tax collected statewide. The LTF is returned by the State Board of Equalization to each county according to the amount of tax collected in that county. Payments from the LTF are made by the county auditor, but only in accordance with written allocation instructions issued by the San Luis Obispo Area Coordinating Council. City of San Luis Obispo TDA Claim In accordance with TDA, transit services are the first spending priority (such as SLO Transit and the Regional Transit systems) . TDA allocations are made Countywide based on population. Attachment 1 shows the allocations proposed by jurisdiction for FY91-92 . For FY91-92 the City's total entitlement amounts to $962 , 975. In order to receive the TDA money apportioned to the City, an annual claim must be filed which describes how the City will spend the money. For the Council ' s review, this claim is attached (Attachment 2) . Both attachments were prepared by SLOACC staff to conform to TDA requirements. Amended Transit Budget Consistent with pages 8-5 and 8-15 of the Short Range Transit Plan (SRTP) approved by Council on November 5, 1991, the amended budget for Transit operations, and maintenance, capital outlay, and funding sources is: Operations $494 , 000 Overhead 55, 000 Administration 85, 100 Non-Vehicle Maintenance 20, 000 Bus Rental 111000 Marketing 12 , 400 Total Operating Cost $677 , 500 Capital Outlay 656, 000 Total Expenditures 11333 , 500 Less estimated beginning fund balance, farebox revenues, and capital grants (793 , 400) Total TDA revenue required for transit 540, 100 FISCAL IMPACT: i Consistent with the SRTP, the TDA claim requests that the entitlement be spent in the following manner: TDA Allocation SLO Transit (from Short Range Transit Plan) $540, 100 SLO Regional Transit Authority 135, 080 Bike Projects* 18 , 994 Other Alternative Transportation Programs 268 , 801 TOTAL $962 , 975 It should be noted that the Regional Transit Authority has not submitted its 1991-92 budget (as of November 1, 1991) and that the City's contribution is unknown. Staff and SLOACC are using last year' s actual for purposes of this TDA claim. It is very likely, however, that the City will be asked to allocate substantially more funds to the Regional Transit program to support a new service contract. Any such adjustments will be funded from the $268, 801 estimated to be available as indicated above. Staff will return to Council if any budget adjustments are needed. ATTACHMENT: I 1. (1991 SERIES) A RESOLUTION APPROVING THE ANNUAL CLAIM FOR MONEY FROM THE LOCAL TRANSPORTATION FUND BE IT RESOLVED by the Council of the City of San Luis Obispo as follows: 1. To approve the 1991-92 annual claim for local transportation funds. 2. To authorize the Transit Manager to execute the appropriate claim forms. 3.
