CAO RECOMMENDATION: Adopt a resolution authorizing staff to apply for a $500,000 Proposition 116 grant allocation to purchase two transit coaches, and authorize the CAO to sign the grant application. DISCUSSION: Working in concert with the San Luis Obispo Area Coordinating Council ( SLOACC) the need for additional transit coaches for both the Regional bus system and SLO Transit was identified. Due to the financial constraints on both systems, it was agreed that Proposition 116 (Clean Air and Transportation Improvement Act) would be used as the vehicle to fund these capital needs. It was further agreed that funding for this equipment would come 'off the top° of a $10.1 million Proposition 116 allocation earmarked for agencies in San Luis Obispo County. In a companion staff report, staff recommends other City projects and priorities for the remaining countywide allocation of $8.7 million. In January 1992, SLOACC staff took to their Board a request for three coaches for the Regional system and two coaches for SLO Transit. At that time it was determined that SLOACC would be the applicant on behalf of both operators. The SLOACC application was filed with the State on May 20, 1992. On May 26, 1992, the Caltrans office of State Assistance, Division of Mass Transportation informed SLOACC that more information was required in the application and advised that separate applications should be submitted by each operator. Although the determination of eligible projects to be funded by Proposition 116 is a local decision, the administration of the applications is the purview of Caltrans. This application is consistent with the Council approved Short Range Transit Plan (SRTP) for FY 1991- 96 and with the Regional Transportation Plan 1990. These two buses were scheduled for acquisition in the SRTP for Fiscal Year 91 -92, and will be used as expansion buses as additional operating revenues are generated as spelled out in the Fiscal Impact section of this report. As mentioned earlier, this grant application is being coordinated with two other Proposition 116 grant applications that the City is submitting. The first is a regional project, a multi-modal transit transfer center, and the second is a bicycle path project. The bus acquisitions are not in competition with these other City projects as they have already been identified as regional priorities. CONCURRENCES: As mentioned above, this request is consistent with our SRTP which has the approval of the Mass Transportation Committee, SLOACC, and Caltrans. �1��,�n�i�►�I►Illllillli011111U Cjty of San ,..iS OBISpo fillwaton Ommmas COUNCIL AGENDA REPORT Page 2 Prop. 116 Report FISCAL IMPACT: The amount of this Proposition 116 allocation request for the purchase of two 35', lift - equipped, kneeling transit coaches is in the amount of $500,000.00. There is no match required for Proposition 116 funding. This is most likely a one time draw of Proposition 116 funds for rolling stock. The change in economic conditions since the November 5, 1991 SRTP agenda item, as reviewed with Council during a study session May 12, 1992, will severely constrain SLO Transit's ability to fund capital acquisitions. New sources of funding must be pursued, one of which is Proposition 116. Although the timing of the expansion scenarios contained in the SRTP will be delayed due to economic conditions, this capital acquisition will allow implementation as operational funds become available. Sufficient operational revenues are dependent on the level of Transportation Development Act Funds JDA), the availability of Section 9 Federal grants, increased operating and maintenance costs as determined by our new service contract, and by the City's level of contribution of TDA to the Regional bus system. Despite this uncertainty, any opportunity to acquire buses totally through grant funds scheduled in the SRTP should be pursued. ATTACHMENTS: 1. (1992 Series) A RESOLUTION AUTHORIZING THE APPLICATION FOR STATE OF CALIFORNIA, CALIFORNIA TRANSPORTATION COMMISSION CLEAN AIR AND TRANSPORTATION IMPROVEMENT ACT NON URBAN COUNTY TRANSIT PROJECT FUNDING WHEREAS, the Clean Air and Transportation Improvement Act of 1990 allows for the purchase of Transit Coaches to enhance transit service; and WHEREAS, the City of San Luis Obispo is the hub of the consolidated regional transit system and transit is a priority service of the City Council; and WHEREAS, the City of San Luis Obispo can act as the applicant agency; and WHEREAS, all funds identified in the project application are committed to the project by the eligible applicant; and WHEREAS, other funding sources will be utilized to complete this project if the project costs exceed those identified in the application including funds from the Gas Company if compressed natural gas alternate fuel engines are used; and WHEREAS, the City of San Luis Obispo has the financial and institutional ability to accept the legal liabilities associated with this project; and WHEREAS, Clean Air and Transportation Improvement Act (CATIA) funds allocated will not supplant funds previously planned, programmed or approved for the purpose for which the CATIA funds were awarded; and WHEREAS, the San Luis Obispo. Area Coordinating Council by resolution recommends that the City be approved in this application request.
