SUBJECT: Open Space Element Advisory Committee ( OSEAC)

RECOMMENDATION: That the City Council appoint members to the
Open Space Element Advisory Committee as
recommended by the Park and Recreation
Commission (see Exhibit 3).
BACKGROUND:
On June 25, 1991 the City Council supported in concept the creation
of an Open Space Element Advisory Committee ( OSEAC) composed of
individuals from (a) outside the city (i.e., major property
owners), (b) the Planning Commission, (c) the Architectural Review
Commission, .(d) the Park and Recreation Commission, (e) local
neighborhoods, (f) business, and (g) community groups.
On September 3, 1991, the City Council referred the guidelines for
the OSEAC's size and organization to the Park and Recreation
Commission (PRC). At this meeting, the City Council directed the
PRC to make initial recommendations regarding OSEAC appointments,
with the City Council reviewing and approving these appointments
on a City Council consent agenda.
On October 2, 1991, the Park and Recreation Commission approved
Exhibit 1 (see attached). This exhibit defined the basic
composition of the OSEAC and the maximum number of individuals that
could participate in any one category (e.g., from the Planning
Commission, neighborhoods, etc.) . At the October, 1991 meeting the
PRC approved in concept that the OSEAC would have between 10 and
17 individuals. It was noted that if numerous applications were
received in one particular category, applications would be reviewed
in terms of the applicant's (a) ability to represent a cross -
section of the community (e.g., is a member of more than one group
and /or organization) , (b) knowledge of the community, and (c)
qualifications and reasons for wanting to serve on the OSEAC.
DISCUSSION:
To encourage receipt of applications, Community Development
Department staff sent organizations, neighborhoods, City review
bodies, etc. a fact sheet and an OSEAC application form. The fact
sheet explained the concept behind the OSEAC and the Open Space
Element. Staff also contacted newspapers and various agencies,
etc. by phone to publicize the creation of the OSEAC. Community

Development received thirty -six applications from persons
interested in serving on the Open Space Element Advisory Committee.
Persons that submitted applications are referenced in Exhibit 2.
On December 17, 1991, a panel composed of Administration,
Recreation, and Community Development Department staff reviewed
all OSEAC applications except City commission applications (City
commission appointments were made by the individual commissions).
All other applications were reviewed in terms of the maximum number
of persons that could participate in any one category and based on
the criteria of diversity, community knowledge, etc. enumerated
above. From this December 17th meeting initial recommendations
were made to the Park and Recreation Commission (PRC) . On December
19, 1991, the PRC held a special meeting to consider OSEAC
appointments and staff's recommendations. The PRC's
recommendations are attached as Exhibit 3.
As a footnote, it should be noted that persons not appointed to the
OSEAC will still be encourage to attend all Open Space Element
Workshops. To guarantee maximum public participation at the
workshops, all persons applying to the OSEAC and /or expressing
interest in open space issues will be sent a mailed notice for all
workshops. It will be made clear that these workshops are public
workshops and thus maximum public participation is encouraged.
Workshops will also be advertised in the local newspapers and by
radio to again guarantee maximum public participation.
Applications are available in the Community Development Department
for Council review.
FISCAL IMPACT:
The costs associated with developing an OSEAC and conducting
workshops have already been incorporated into the budget for the
Open Space Element. There are no new costs associated with forming
an advisory committee or conducting public workshops.
RECOMMENDED ACTION:
A. That the City Council approve Exhibit 3, approving the PRC's
recommendation for OSEAC appointments.
Other Alternatives:
B. That the City Council consider other or additional
appointments based on the qualifications and expertise of the
persons that have applied.
C. Continue this item to consider applicants further.
