Consideration of scheduling a one -day Council work session.
RECOMMENDATION: Discuss and determine whether to hold a one -day Council
work session and, if so, establish time, date and place.

That the City Council consider establishing a work session and, if you do so,
present guidelines for time, place and length of session
Discussion:
Over the last few years, the City Council and Management Team have
occasionally held "out -of- the - office" work sessions, or what have been called
"retreats ". This fiscal year there has been substantial informal discussion
as to the desirability and format for a work session, but no decision has
been made. The purpose of this brief memo is to assist the City Council to
.iake a decision on this matter.
In informal conversations with Councilmembers, there exists a wide divergence
of opinion concerning the "do we? - if so how, where and when ?" of such a
session. The questions outlined below are intended to clarify the City
Council's desires:
1. Does the City Council wish to hold a one -day work session to be held
within the City limits?
2. If yes:
A. Who should be involved in the work session?
(1) Council and CAO only?
(2) Council and appointed officials only?
(3) Council and Management Team?
Either (2) or (3) are suggested.
B. Length of the session should be:
(1) One -half day RECEIVED
(2) One day JAN 1 7 1992

C. When should the session be held? Dates which appear viable are:
Monday, February 24
Friday, February 28
Monday, March 2
Thursday, March 5
Friday, March 6
Please decide on one or eliminate any not available.
D. where should the session be held?
(1) In a City building, outside of City Hall?
(2) In a hotel or restaurant conference facility (probably with
lunch included)
(3) Other suggestions?
Either choose a location or delegate this task to staff.
As you know, these sessions have in the past been very productive. For
example, the very successful Council goal setting process used in developin
the 1991 -93 Budget was established at a joint Council- Management Team wox
session. Past sessions have also resulted in the development of "team
norms ", improvements to the agenda process, and plans for addressing other
problems which are often overlooked or set aside because of the pressures of
day -to -day issues.
As the CAO, I recommend that such a session be held, in whatever format is
comfortable for the City Council. However, such sessions only have value to
the degree there is commitment to them, to your fellow participants, and to
our working together in a positive and cooperative way.
There are many substantial community issues to be faced over the next few
months, and I believe it would be very productive to set aside one day to
reflect upon the things we need to do as a "City team" to best address these
issues. The content or the agenda of the meeting would be separately
established; it is recommended that we use a professional facilitator.
The decision rests with the City Council, and is being placed on the agenda
only to receive your collective and clear -cut direction.
