HomeMy WebLinkAbout01/21/1992, C-9 - RESOLUTION DESIGNATING THE SAN LUIS OBISPO AREA COORDINATING COUNCIL (SLOACC) AS THE CONGESTION MANAGEMENT AGENCY FOR SAN LUIS OBISPO COUNTY�I��NII�NI�lylllll��l�l`I "J T MEETING SATE: city o san jai s oBi spo COUNCIL AGENDA REPORT ITEM NUMBER: FROM: Ken Hampian, Assistant City Administrative Officer, Prepared by: Harry Watson, Transit Manager '11W SUBJECT: Resolution designating the San Luis Obispo Area Coordinating Council (SLOACC) as the Congestion Management Agency for San Luis Obispo County CAO RECOMMENDATION: Adopt a resolution designating the SLOACC as the Congestion Management Agency for San Luis Obispo County DISCUSSION: As a result of the passage in 1989 of AB471 every county that includes an urbanized area (an area with more than 50,000 people) is required to establish a Congestion Management Agency (CMA) and develop, adopt and annually update a Congestion Management Program. The CMP is to include every city and the county. Because the City of San Luis Obispo was identified as an urbanized area in the 1990 census, San Luis Obispo County is required to prepare a CMP. State law requires that the program be developed in consultation with, and with the cooperation of, the transportation planning agency, regional transportation providers, local governments. Caltrans, and the air pollution control distriet. No Section 9 (Urban) funds can be released to the City until a C.M.A. is formed. The CMP can be prepared either by a county transportation commission, or by another public agency, as designated by resolutions adopted by the county board of supervisors and the city councils of a majority of the cities representing a majority of the population in the incorporated area of the county. CALTRANS would oppose the designation of any other planning agency as the CMA, since any other agency would be seen as duplicative. By State law the CMP shall contain five primary elements: 1. Traffic.. level of service standards established for a system of highways and roadways designated by the CMA. 2. Transit standards established for the frequency and routing of public transit, and for the coordination of transit service provided by separate operators. 3. A trip reduction and travel demand element that promotes alternative transportation methods, such as carpools, vanpools, transit, bicycles, and park and ride lots. 4. A seven -year capital improvement program to maintain or improve the traffic level of service and transit performance standards, and to mitigate regional transportation impacts, which conforms to transportation related vehicle emissions air quality mitigation measures. ��7 VIII �� qX11 city of san luis oBispo COUNCIL AGENDA REPORT Page 2 5. A program to analyze the impacts of land use decisions made by local jurisdictions on regional transportation systems. Traffic Modeling - The State law further requires that the Congestion Management Agency (CMA) develop, in consultation with the regional agency, cities, and the county, a uniform data base on traffic impacts for use in a countywide transportation computer model. Regional Agency Review - Congestion management programs shall be submitted to the Regional Transportation Planning Agency (RTPA) I which shall evaluate the consistency between the program and the Regional Transportation Plan (RTP). FINANCIAL IMPACT: The MPO will be financed by Federal Highway Administration funds under a category designated as Planning (PL) funds and will have no impact on the City's Transportation Development Act (TDA) or Section 9 urbanized area grant funding monies. The San Luis Obispo Area Coordinating Council ( SLOACC) voted to act as the CMA for San Luis Obispo County at their December 1991 meeting. (1991 SERIES) A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN LUIS OBISPO DESIGNATING THE SAN LUIS OBISPO AREA COORDINATING COUNCIL AS THE CONGESTION MANAGEMENT AGENCY FOR SAN LUIS OBISPO COUNTY WHEREAS, as the result of the 1990 census, San Luis Obispo County now contains an urbanized area with a population of more than 50,000, which . requires establishment of a Congestion Management Agency (CMA) and development of a Congestion Management Program (CMP);_and WHEREAS, State law requires that the County Board of Supervisors and the city councils of a majority of the cities representing a majority of the population of the incorporated area of the county adopt resolutions designating a Congestion Management Agency; and WHEREAS, the San Luis Obispo Area Coordinating Council (hereinafter known as the Area Council) is the designated Regional Transportation Planning Agency (RTPA) for the San Luis Obispo region; and WHEREAS, Area Council delegates include the five members of the County Board of Supervisors and an elected official from each of the seven incorporated cities in the county; and WHEREAS, the Area Council will be designated as a Metropolitan Planning Organization (MPO) as a result of the 1990 census and be eligible for Federal Planning funds which can be used to prepare the CMP, and Page 2. Resolution No. (1992 Series) WHEREAS, it is the desire of the City that the Area Council be the designated Congestion Management Agency. NOW, THEREFORE, BE IT RESOLVED, that the City hereby formally designates the Area Council as the Congestion Management Agency for San Luis Obispo County.
