State law provides that Council' take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist. Formal action or approval is not preferred and such items should be continued to the next Regular meeting. COMMA. FOLLOW-UP HOMELESS ISSUES (PINARD) Consideration of the following requests from Councilwoman Pinard: 1) Staff agendize an item regarding the exemption of five churches from the URM ordinance. 2) Staff be directed to write a letter to ministerial associations and churches in the county asking them to urge their city officials to pursue facilities for the homeless. 3) Staff be directed to set -up a meeting with property owners near the Orcutt Road Shelter site and various organizations to review concerns and explore solutions. FINAL ACTION: General discussion held - no specific direction given. JomY4 Community Development Director c PREPARED BY: Glen Matteson, Associate Planner SUBJECT: Land Use Element update - hearing draft CAO RECOMMENDATION Review the enclosed draft and inform staff of any changes which should be made before it becomes the subject of an environmental impact report (EIR) and public hearings leading to adoption. DISCUSSION Staff has prepared the enclosed draft text and large map in response to direction on major issues provided by the Council at work sessions during June through November 1991. Once the Council endorses a draft, an EIR will be prepared and circulated for public comments. Then, the draft will proceed through hearings by the Planning Commission and, next, the City Council. Adoption is anticipated by the end of 1992. In preparing this draft, staff has incorporated: - Grammatical, format, and graphic corrections to the previous draft; General and specific direction as indicated by Council consensus or majority opinion during the work sessions; Council actions on privately initiated amendments which proceeded ahead of the update; - Planning Commission actions on the topics referred by the Council in 1990, though some of them were not specifically discussed by the Council during the work sessions. Staff's judgment on reasonable responses to legal issues or discussions with owners of land, where the previous (Planning Commission) draft showed a substantial change from the adopted element. Each part of the text which involves a policy change or significant wording change from the previous draft is highlighted with a vertical line in the left -hand margin. Considering both the text.and map, the most significant changes are: 1. Rewriting the vision statement to offer a more integrated view of environmental and economic desires (page 3). 2. Updating the air quality policies to reflect recent requirements for the County Clean Air Plan (page 15). 4. Revising the nonresidential growth management section (pages 16 through 18), to make the growth rates higher, and the application of the policies and exceptions more specific. 5. Revising the residential expansion areas' capacities, considering Council actions on the map ( Dalidio) and Margarita area specific plan guidance package (page 26). 6. Not excluding all sensitive site areas from the determination of allowed residential density (page 26). 7. Deferring the performance requirements for affordable housing to the Housing Element (page 27). 8. Emphasizing development of a vehicle sales center in the vicinity of Auto Park Way (map and pages 34 and 64). 9. Expanding the commercial core (map, page 38). 10. Designating additional expansion area for the social services "pole," and encouraging various government agencies to locate there (pages 42, 43, and 64). 11. Making the large map's designation for the major residential expansion areas more explicit: "residential neighborhood" rather than "interim open space" (large map and page 45). The specific - planning, annexation, and service- capacity requirements remain. 12. Showing large parts of the Dalidio area for commercial development (large map), but not requiring a specific plan for the whole area before any of the three ownerships can begin to develop. 13. Including a relatively small area west of Highway 101 at the Marsh Street interchange inside the urban reserve, and opening up a range of uses which may be developed in conjunction with permanent protection of the upper slopes (large map and pages 51 and 63). 14. Not showing the large, vacant parcel west of the Lucky's /Thrifty shopping center on Foothill Boulevard as a City park, in advance of a City commitment to acquire it; showing it instead as a special design area where a park, high density housing, or both may occur (large map and page 63) . 15. Making the airport area reflect the modified "concept plan," -- including multifamily residential use between Tank.Farm Road and Industrial Way— rather than the "rural industrial" designation (large map and pages 59 through 61). 17.
