BUSINESS ITEMS ile No. 462) Council considered a Planning Commission's recommendation for General Plan Land Use Element Update schedule for amendment requests. Arnold Jonas, Community Development Director, reviewed the agenda report with the recommendation that Council identify any additional information necessary and direct staff on a schedule for hearings on an update and on pending separate amendment applications for sites in the City. Councilwoman Pinard suggested that as part of the process, Councilmembers submit written comments of any concerns or issues that they have to provide staff with a clear understanding of expectations by Councilmembers. With regard to the recommendation that the Circulation Element be discussed at the same time as the General Plan Land Use Element review, Councilman Reiss suggested that Councilmembers not provide direction to the Planning Commission, but use it as an informational document only. Mayor Dunin suggested that the Councilmembers have a tour of the area, at least south of the airport. Councilman Roalman requested that staff use the table shown on page 1 -9 of the staff report, converted into acreage. Councilwoman Pinard suggested that staff produce a type of computerized graphic that could show eventual total build -out of the City. She offered to provide an example of the- types of application that are available. Upon general consensus Council 1) approved proposed schedule for review of the Land Use Element of August 14, August 28, September 25, and October 9, 1990, 2) agreed to provide written comments and concerns to staff regarding the proposal and Land Use Element prior to the next meeting; and 3) Councilwoman City Council Minutes Tuesday, July 31, 1990 - 7:00 p.m. Page 3 Pinard provide an example of computer application of full City build -out. After brief discussion moved by Pinard /Reiss (4 -1, Councilman Roalman voting no) that the proposed three sites on Orcutt and Broad be allowed to proceed under the combination residential designation as recommended by the Planning Commission. Notion carried. Moved by Roalman that the Dalidio proposal not be considered. Motion died for lack of a second. Moved by }coalman /Pinard (2 -3, councilmembers Rappa, Reiss and Dunin voting no) to consider the Dalidio property as part of the Land Use Element update. Notion failed. Moved by Dunin /Ravva (3 -2, Councilmembers Pinard and Roalman voting no) that the Dalidio property be allowed to proceed under the existing Land Use Element General Plan hear.Lags. Notion carried. 9:00 p.m., Mayor Dunin declared a all Councilmembers present. 2. STATE WATER PROJECT PROCESS ( ; 9:15 p.m., City Council reconvened, No. 1124) Council considered review proceduresifor the draft Environmental Impact Report on State Water Coastal Branch. t Ken Hamvian, Assistant City Administrator, made brief opening remarks. Bill Hetland, Utilities Director, reviewed the agenda report with the recommendation that Council provide staff direction upon appropriate procedures for the technical review of the Draft Environmental Impact Report on the State Water Project, Coastal Branch Phase 2, and the feasibility of State Water. The key issues were: 1) Now should the City proceed in the technical review of the Draft EIR State Water Project; 2) and how will the City decide th. feasibility of the State Water Project as a viable water source. It was suggested that Council direct staff to begin implementation of a special advisory election for the feasibility of the State Water Project as soon as practical, but no later than March 1991. It was also recommended that Council direct the Mayor and City Administrator Officer to discuss the issue of a joint Countywide Election on State water at the Mayor's and City Manager's group meeting which may substantially reduce the election related costs to the City and increase voter participation. A proposed schedule for a future study session to review the State Water Project EIR was submitted to the Council based on the current 15 day extension allowed, but also included a 30 day extension, and 45 day extension should the state accept the recommendation by the City. Councilwoman Ravva urged that the City Attorney review the EIR and include his comments with those provided by the Community Development Department and Utilities Department. Arnold Jonas, Community Development Director, reviewed the agenda report giving a brief update of the background of previous actions taken by the City Council (please see Pile No. 462 for specific amendments to the document) and provided a future meeting schedule of the Land Use Element Review as follows: 1) The Council's review would probably continue through October, 1990, 2) The preparation of the Draft Environmental Impact Report would take place from October, 1990 through April, 1991, 3) The Planning Commission would hold hearings and make recommendations for the Council from June of 1991 through September 1991, and 4) Council would hold its hearings for certification of the Final Environmental impace Report and adoption of the Land Use Element, fron October of 1991 through January, 1992. //-3 City Council Minutes page 3 Tuesday, August 28, 1990 - 700 p.m. Councilmembers expressed a concern regarding the amount of time required for the process. There was concern that the election could put different people on the Council, and it would be very difficult for those persons to catch up and take action on the document. Glen Matteson, Associate Planner, reviewed differences between the current and the proposed Land Use Element. Council was to begin its review on page 14, entitled "Annexation and Services", the last section under the Growth Management policies. He also reviewed those programs under the same section including Residential Growth Management, Non- residential Growth Management, Regional Planning, Rural Areas and Open space Planning, Air Quality, and Public Services and Facilities and Pinancing. Mayor Dunin asked for public comment. Brett Cross, 1214 Mariner's Cove, felt that better definitions should be applied to words such as `significant', `substantial', and others. Maggie Cox, representing the Chamber of Commerce, stated that the Chamber Board of Directors was sending a strong expression of concern to the City Council. They felt the economic vitality of the community would be dramatically changed should the Land Use Element go forward in its present present state. They felt that it was totally unacceptable, that there was a perception (real or imagined), that the City is not responsive to business. Carla'Sanders, Ad Hoc Committee to review the Land Use Element, read a letter into the record stressing the need for preserving air quality and maintaining slower growth. Dottie Connor, Residents for Quality Neighborhoods, recommended changes to two portions of the document on page 23, 2 -1, to read "the City should assist neiahborhood aroups to identify and designate neighborhood planning areas. She also urged that there be some limits placed on the types of home business that would be allowed in neighborhoods. Currently, this is not clearly defined. She encourged the City to take a leadership role to encourage Cal Poly and Cuesta to build on- campus housing. Kathy Kruger, representing Laguna Hills Estates., asked that Council keep in mind as they reviewed the document, to address projects already in the pipeline and suggested amendments to the affordable housing sections 2.27. Mayor Dunin closed the public portion of the meeting. Councilwoman Rama suggested that development agreements might be used prior to a specific plan. The Council then continued its review of the document, page by page, reaching consensus on majority preferences on specific issues (please see File No. 462 for specific amendments). After discussion, and upon general consensus, the City Attorney was directed to write a letter to the State asking for clarification an-to whether the City can regulate the location of State - exempted group housing to prevent over concentatioa in one area, and if the City can regulate, ask how that could best be implemented. STUDY SESSION Council continued its review of the Land Use Element update forwarded by the Planning Commission, starting an pages 26 through 42 (continued from July 31 and August 28, 1990). Arnold Jonas, Community Development Director, made a few brief opening remarks reviewing the previous actions taken by Council. Glen Natteson, Associate Planner, reviewed the report in more detail, with the recommendation that Council continue its review of the Residential Section and begin review of the sections on Commercial Industrial Development and Special Design Areas, which would include the Airport. He asked that Council identify any changes it would like to see in the.document. He then went through the document, section by section, identifying the key elements and changes. Councilwoman Raooa felt there were some contradictions within the Land Use Element, which included, 1) the concept of the Job - Housing balance, 2) the concept of being a regional center, 3) the Airport and Dalidio property policies should be carried through in the Draft Land Use Element, and 4) the County Growth Management Program being considered by the County, but had not had review by the Planning Commission. She suggested the LUE be sent back to the Planning Commission for further input and economic analysis. She was concerned that the City not just let things happen, but choose its future. She would like to see the document address Government and Institutional Growth. As an example, she cited that the Draft LUE encourages the Tri -Polar concept, but precluded the development in the drive -in area for these expanded uses. She also felt that traffic management and trip reduction had not been adequately addressed. Councilwoman Pinard agreed in having those areas identified, including the Tri -Polar concept and the drive -in area, which Council had previously discussed and had given direction on. She has heard several comments regarding the Council's attitude towards commercial development, but did not feel the Council has had as opportunity to explain their views, and that residential needs be looked at again. tjl�, City Council Minutes Tuesday, September 25, 1990 - 7:00 p.m. Page 3 Councilman Reiss stated some Planning Commissioners had indicated to him they would be interested in looking at the document again, because they had not had benefit of some of the recent comments by Council and the public. He was interested in having the economic considerations re- examined and would support returning the document to the Planning Commission. Councilman Roalman supported acting on the Planning Commission's recommendations. If it was to be referred back to the Planning Commission, he would be interested in clarifying the pedestrian linkage as well as industrial linkages. He also supported looking at agricultural uses that would be viable in the City, and questioned how agricultural use could be encouraged. He preferred Council take action to make any revisions it saw fit, and not return the document to the Planning Commission. Mayor Dunin suggested relooking at Table 6, regarding Housing Affordability. He agreed that the drive -in area needed to be relooked at as a possible expansion area for the County. He urged the Planning Commission to look at auto sales and incentives for the relocation of some of the car dealerships to Auto Park Way. He wanted to see better cooperation between Cal Poly and the County on land that's contiguous to the City for student Group Housing. After additional discussion, moved by Raoaa /Reiss (4 -1, Councilman Roalman voting no) to direct that the Land Use Element be referred to the Planning Commission to review the following areas for possible inclusion to the document, and be brought back with the review of the Circulation Element: 1) The contradiction between the City's role as a Regional Center in achieving a Job - Housing balance. ' 2) Consideration of the County Growth Management Ordinance. 3) Recognition of existing recent Council policies on areas around the City, specifically the Dallidio and the Airport Areas. 4) Tri -polar concept for County Government Office Expansion, with the drive -in area as a possible expansion site. 5) Traffic Management and trip reduction for commercial and individual development. 6) Provision of sites for future auto sales & relocation of auto dealerships. 7) If the City is to encourage car dealerships in the Auto Park way area, then to relook at urban design uses in the Monterey Street corridor area. 8) The possibility of using County land next to the Cal Poly campus for student group housing, and the possiblity of a special zone to designate group housing in the City next to Cal Poly. 9) The economical impacts or economic viablity of some of the proposals in the document, an example being Downtown Development; Retail; Affordable Housing; Fees for development. 10) How- residential densities are calculated and the impact on the neighborhoods. 11) The issue of designing the City for cars or for other modes of transportation that will provide ease and mobility. 361 *1 �u City Council Minutes Page 4 Tuesday, September 25, 1990 - 7:00 p.m. 11) The issue of designing the City for cars or for other modes of- transportation that will provide ease and mobility. 12) Pedestrian linkages throughout the City. 13) Feasibility of Agriculture within City Limits. Mayor Dunin asked for public comment. Dave Garth, representing the Chamber of Commerce, stated he was pleased the Council was concerned about the vitality and economic activities needed in the community. He was particularly concerned that the current Job - Housing balance identified in the document should be either deleted or reworked, and was pleased that Council was sending it back to the Planning Commission for review. Jim Ward, Johnson Avenue, spoke to concerns about the Job - Housing balance and the Affordable Housing sections. Brett Cross, 1217 Mariner's Cove, felt this was the product, not of the Commission, but of staff. He felt it should have a preliminary environmental impact report. Tom Murriel, 1212 Marsh Street, representing the Property Owner's Association, was concerned about the Vision statement, was lacking in providing economic stability for the community. Kathy Kruger, representing property owners in the Tank Farm Road /Broad Street area, felt that the rural industrial zoning should be amended to be commercial service designations. She would like to see commercial development spread out more throughout the community. Council considered the economic study scope of work, budget, and use of study results in updating the General Plan. (continued from Planning Commission meeting of December 27,1990, and related to action taken by the Council on September 25, 1990.) A. Mayor Dunin welcomed the Planning Commission to their joint meeting. B. Arnold Jonas. Community Development Director, briefly reviewed the purpose of the joint meeting, stating that on September 25, 1990, Council had referred the General Land Use Element update to the Planning Commission with direction to further evaluate 13 topics plus some preliminary Council editing. Also, the Council asked for an economic evaluation to be used in further considering the update. C. John Dunn. City Administrative Officer, reviewed a draft memorandum from the Citizen's Advisory Committee with their observations and principles regarding municipal finance, which included 22 principles (please see File No. 462 for specifically worded principles). D. Bill Statler. Finance Director, gave a brief review of where the City's monies are derived, how they are spent and provided a slide presentation that identified various revenue sources. E. The Council and Commissioners made comments about their observations and understanding of previous Council action. Mayor Dunin asked for public comment. Commissioner Peterson stated for the record that he had listened to the tapes from the Council's previous meeting discussing the LUE on September 25, 1990. Commissioner Williams stated as she had just been appointed, she was not prepared to comment. Commissioner Gurnee supported the need for an impartial economics needs assessment. He also felt that the Previous strategic planning program should be reviewed. He suggested the City undertake a comprehensive look at the General Plan reviewing the previous plan and updating it. Commissioner Schmidt was concerned that an economic study could cloud the ability of the Commission to propose a vision for the City. Commissioner Kourakis was also concerned that the economic study not "drive" the LUE and undermine the environmental concerns. Commissioner Hoffman felt he had sufficient information to continue the LUE review. Brett Cross. 1217 Mariners Cove, did not support the Citizen's Advisory Committee's Recommendation No. 7, feeling that it was too narrow a definition regarding the perspective on quality of life. Don Smith urged that the Council provide as their first priority, quality of life issues. Carla Sanders , representing the Citizen's Planning Allianrp of San Luis Obispo County, read a letter into the record dated December 17, 1990, expressing concerns about the scope of the proposed economic study. She ,rf- 9 City Council Minutes Page 3 Tuesday, January 22, 1991 - 7:00 p.m. urged the study take in the following issues: A) Answer the question "What is the cost of new development to existing residents of the City of San Luis Obispo ?', B) The study separate the economic effects from the environmental effects; C) That the economic study address the issues of adequate resources i.e. water, air, sewer, school, traffic, agricultural land and whether or not the residents would be willing to pay to keep peaks, hillsides, creeks, and marshes open; D) Assess development and expansion areas so that funding for new or expanded resources does not require the City to pay for it; and, E) obtain information from other recognized authorities on economic studies, such as Navaro and Carson. Charles Long, 639 Al -hill Drive, urged that the economics of the study be completed prior to going further with this plan. Dave Garth. 2046 San Luis Drive, felt that the problem was not with excessive growth, but to start by doing an economic study, so that there was a balance between the environment and economic impacts. Jim Merkle: 392 Pismo, felt that the vision of the community needed to be identified. He questioned, "How was this community going to sustain itself in the future ?' He was concerned about the environmental effects identi fied with air quality, traffic, circulation, animals, and others. 9:00 p.m. Mayor Dunin declared a recess. 9:10 p.m. City Council reconvened, all Councilmembers and commissioners present Councilman Roalman felt that the Commission needed to look at the original process. He was concerned about lasing some of the information originally received from the public and hoped the L.U.E. would not be driven by economic goals. He encouraged the Council not to send the document back to the Planning Commission and was specifically concerned that the entire document not be up for grabs. He suggested letting the Council continue reviewing the draft L.U.E., and the City could prepare an economic study if necessary. Councilman Reiss felt that economic4 was an important element and could not ignore the Citizen's Advisory Committee's recommendation No. 21 as it related to the need for a different perspective of quality of life. Specifically, that quality of life and economic development could no longer be viewed as divergent or as opposites. They should be viewed as parallel agd complimentary objectives. Councilwoman Pinard questioned how the City could continually grow without destroying what it has. She felt it was important to be fair for all the people, not just those currently living in San Luis Obispo. Councilwoman Raoua restated the need for choosing the City's future rather than letting it just happen. She felt that the regional center issue needed to be reviewed using the previous strategic planning program as a guide. It was not her intent to slight the environmental program and she could support the approach suggested by Commissioner Gurnee, but was not prepared to discuss the workscope this evening. She thought it important to retain local control, but remain aware of what is happening in the rest of the County. She did not want to see a complete rewrite of the plan, but to focus on those areas previously outlined by the Council. Mayor Dunin supported sending the plan back to the Planning Commission for review of those issues previously outlined. He was also concerned that some type of economic study be provided. He hoped that the [and Use Element would be reviewed by the Planning Commission with the issues that were previously identified by the Council and in light of the recommendations by the Citizen's Advisory Committee. He, too, felt the strategic planning program previously adopted could be used as part of an update. After discussion, and upon general consensus, Council directed the Planning Commission and staff to report back on the 13 points referred to the Planning Commission from the September 25, 1990 meeting, with staff to prepare a limited work scope to review economic and environmental concerns using an outside trained economist. 4.25 /�- !0 420.. Council considered the Land Use Element update and economic study scope. Arnold Jonas. Community Development Director, reviewed the agenda report and proposed that following this evenings meeting, an additional effort be put into the document by staff and the consultant. He was asking flu: Council and the Planning Commission for direction concerning the desired scope and content of the economic study. Staff would work with the consultant to refine the workscope and take the draft back to the Planning Commission at its meeting of May 22, 1991. The Planning Commission.would then make its recommendations to the Council. Gil Hoffman. Chairman, Planning Commission, felt the questions and work scope did not address the question regarding the economic effects of the Planning Commission draft Land Use Element. He thought a simpler, more economic approach was needed. (See file for complete letter) Commissioner Gurnee felt the agenda report captured what he would like to see accomplished. He felt a balance between economics and environmental concerns was necessary and a re- evaluation of the LUE update from an economic perspective was warranted. Commissioner Kourakis expressed concern for a lack of demographic and economic information. She supported the agenda report. Commissioner Karleskint was supportive of the staff report and the proposed timeline for LUE completion. Commissioner Peterson supported the agenda report and expressed concern with answering the economic questions. Commissioner Schmidt did not feel the issue of maintaining agriculture within the city had been adequately addressed. He would like to see the consultant come back with ideas for actions the city may take to maintain agriculture within the city. He felt the citizens deserved to know what cost additional growth would impose on them in terms of additional City government and services. Commissioner Williams was supportive of the proposed time frame. She felt a divergence between business and environmental concerns existed in the community and saw the need for unification between the two. Councilwoman Rapgq felt it was important not to confuse economic growth with housing unit growth or population. Dave Garth. Director of the Chamber of Commerce, responded to comments by Miss Saunders stating that people often state what they do not want but do not offer alternatives or other direction. He was concerned about using artificial means to limit jobs vs. housing. Glen Matteson, Associate Planner, reviewed the affordable housing section of the General Plan. Mayor Dunin asked staff to look at ways to rezone areas that would allow for additional mobilehome parks and questioned how zoning affects housing supply. Councilwoman Pinard suggested addressing the Issue of financial practices of lending institutions and banks as a City or County issue and urged the City to contact the League of California Cities and others for their assistance. She also suggested providing a percentage requirement for giving residential to agricultural land. Councilman Reiss cautioned that trying to achieve affordable housing through artificial means by holding the supply down, could create two different and distinct classes. Staff directed to prepare a study looking at the financial impacts on the City, the ability of developers to fund projects, and impacts on other housing costs. Councilman Roalman expressed a concern about rezoning properties near Auto Park Row without knowledge of whether other auto dealers are interested in moving into it. After discussion and upon general consensus, Council supported the goal to encourage the expansion of auto dealerships in the auto park area and not allow expansion of auto dealerships in non -auto center locations. When dealerships move, properties will become non - conforming and lose their designated use. AIRPORT AREA Glen Matteson. Associate Planner, reviewed the airport area which included the unincorporated area extending between South Hignera Street and Broad Street, north and west of the County airport, up to the Margarita expansion areas proposed residential development. The scope should: 1) include surveys of other cities; 2) show a range a housing types; 3) use Consultant Multari's study to avoid duplication of effort; 4) show effect on overall costs of housing; S) evaluate what factors influence land costs; 6) the impact on land costs; 7) show a connection to total allocation of residential units per year, 8) evaluate the impact of time to develop showing both cost and affordability analysis; 9) account for impact of new technologies for housing construction; 10) include new design studies; and, 11) include loss of housing due to conversion of housing to offices. Suzanne Lamn reviewed a report covering impacts of alternative non - residential growth rates on fiscal conditions, the job /housing balance in the City of San Luis Obispo, and comparison of wages paid in different land uses. General discussion was held and upon general consensus, Council agreed to maintain the sales tax dollars in San Luis Obispo, attempt to prevent leakage, and maintain downtown viability. General consensus to support a 1% growth rate rather than a .75% rate as recommended by the Planning Commission and suggested that special consideration might be given to a major anchor store in the downtown area; Councilman Roalman stated he could not support this position. 12:00 p.m. Mayor Dunin declared a recess. 130 p.m. City Council reconvened; all Coancilmembers present. AIRPORT AREA Glen Matteson. General discussion was held and upon general consensus, Council reaffirmed working with the County to approve a concept plan of this area and work out differences with conflicting standards. Councilman Roalman supported the Planning Commission's recommendation for designation of rural industrial zoning north and west of the County airport. . Council agreed to refine the existing concept plan rather than utilizing the rural industrial as recommended by the Planning Commission. John French questioned what the timeline was for the City to serve this area with water and sewer resources. Don Smith urged Council not to support inclusion of this area as there are insufficient resources. Dennis Law. representing the Chamber of Commence, spoke in support of the concept plan. Associate Planner, reviewed the Planning Commission recommendation showing the Land Use Element proposing overall development levels greater than the "Limited Growth" alternative but less than the "Closer Capacities' alternative — somewhere between a 3795 and 43% increase in trip ends, assuming trip generation rates are about the same or slightly lower than currently occur. The Planning Commission also recommended 'rural industrial" development levels in the airport area in part to hold down traffic increases associated with that area's development. Dave Marshall. with DKS, reviewed the maximum growth limits, closer capacities and limited growth chart. Councilwoman Pinard expressed concern about deteriorating air quality and felt there needed to be higher incentives /disincentives to get people to use alternative modes of transportation. Councilman Reiss stated he was not in favor of widening streets and would be supportive of more one -way streets. Councilwoman Pinard could not support one -way streets. Councilwoman Rama urged the circulation element reflect the City's goals and supported instituting programs to encourage carpools. After lengthy discussion and upon general consensus, council: Directed staff to examine other cities similar to San Luis Obispo for comparision of net costs /budgets on development of city budget City Council Meeting Monday, October 21, 1991 Page 2 Explore the facilitation of transit facilities for Cuesta College Delete non - discount stores Directed staff to amend language on page 1 -7 relative to the Men's Colony, Cuesta and Cal Poly to make more positive statements; and supported participation in a campus effort Council questioned whether it is realistic to consider only houses in the city limits in calculating of the ratio as it pertained to the jobs /housing issue Council questioned if the 1% is a realistic percentage given a market - driven economy -- Council questioned whether the shopping center near Madonna would be negatively impacted Room limitations: suggested adding rooms Mayor Dunin asked for public comment. Andrew Merriam representing the owners of the Dalidio property, stated that the proposed Dalidio proposal for the expansion of a shopping center, would, in essense, be denied if the growth management portion of the LUX. is implemented as currently configured. He felt the fiscal stablity of the City is dependent on the Council allowing a revised policy. Alan Cooper submitted a letter for the record and recommended the Council a) consider a regional commercial center as a priority; and b) that more incentives for residential housing be provided for the downtown. Carla Saunders, with the Citizens Planning Alliance, again reminded the Council of the City's limited resources and its inability to expand until those unmet resources have been met. John French felt the City had a obligation to the community as the County seat and urged support of government working with other public institutions rather than discourage business from locating in the City. Don Smith urged the City to discourage expansion of public institutions in and near the " Citys borders and encouraged Cuesta, Cal Poly and the County to stay within its resources. 10.30 A.M. Vice Mayor Roalman declared a recess. 10:45 A.M. City Council reconvened; all Councilmembers present, Mayor Dunin absent. Upon general consensus, Council agreed that a policy statement should reflect that the City encourages expansion of the downtown and Dalidio as two key areas for an expanded shopping area. Upon general consensus (3 -1 -1), Council amended the language to read that major department stores be located in the downtown area and Madonna Plaza. Upon general consensus, Council identified the following questions or concerns: Can we accept deteriorating levels of service standards? Make "level" language consistent with the County? Get more involved with the County growth management? 12:05 P.M. Vice Mayor Roalman declared a recess. L•10 P.M. City Council reconvened, all Councilmembers present (Councilwoman Pinard arriving at 1:15 P.M.) After discussion, the following areas were identified for response: Requested an estimate of the cost impacts on housing Analysis showing potential utilization of development credit Requested an integrated cities /County approach Mayor Dunin asked for public comment. Bob Roundtree. 808 Murray, was concerned about the city's unbridled growth. Rob Strone. 1 Buena Vista, felt that the regional responsibilities should be created through consistent "City policies by way of the General Land Use Element being consistent with the County's. Charles Senn, representing the Property Owner's Association, offered their help in putting a program together. Caria Saunders. representing Citizens Planning Alliance, also stated their group was available for help. 3) NEIGHBORHOODS Upon general discussion, the following issues were discussed: — Uneven owner /renter cost distribution — Traffic flow through neighborhoods — Noise: from traffic and from other incompatible land uses — Zoning intensification Carla Saunders, Dottie Conner, Janet Kourakis, and Bob Roundtree spoke briefly. 3:25 P.M. Develop a policy for neighborhood protection strategy — Have a designated staff person assigned to monitor neighborhood preservation — Study existing growth to modify neighborhood quality concerns — Adopt a budget policy — Student impact housing, look at ways of better integrating renters /owners — Define "active support", get an update on growth enforcement Upon general consensus, the CAO was directed to review and provide a status report of the number of complaints and ways the City can address them. 430 P.M. Mayor Dunin adjourned the meeting to 630 P.M. 630 P114. City Council reconvened, all Councilmembers present (Councilwoman Pinard arrived at 7:05 P.M.) 4) AFFORDABLE HOUSING Council discussed the following: — Provide options and flexibility of how to meet housing needs — Don't want to discourage annexation (due to high fees) — How can the City insure we are meeting our current needs — Look into how atfordablility can be achieved over time 5) AIR QUALITY Council held general discussion and agreed Enhance the City as a model air quality community through promoting propane vehicles, provide education /conservation programs, develop a transit plan serving the airport, and make programs city wide. 6) SUSTAINABLE COMMUNITY William Alexander, a retired Cal Poly professor, congratulated the City for looking at how to become a sustainable community in the future. Council supported expanding use of the third leg in the South Higuera area.
