The Board of Supervisors of the County of San Luis Obispo, and
ex-officio the governing body of all other special assessment and
taxing districts for which said Board so acts, met in adjourned
session at 8:30 o'clock A.M.
PRESENT: Supervisors Harry Ovitt, Evelyn Delany, Ruth Brackett,
David Blakely, Chairperson Laurence L. Laurent
ABSENT: None
SUM AGN
1 The Board of Supervisors met at the Embassy Suites
Hotel in San Luis Obispo, California for the
purpose meeting with the seven incorporated cities
in the County for a study session. Representatives
from all the cities but Arroyo Grande were
present. Chairperson Laurent offers opening
comments. Mr. Bryce Tingle, Assistant Director of
Planning and Building, gives an overview of the
County's planning efforts. Representatives from ,
the cities and the members of the Board proceed to
discuss the handout titled "Joint Meeting of the
San Luis Obispo County City Councils and Board of
Supervisors". SUPERVISOR EVELYN DELANY IS NOW
ABSENT. By joint consensus of those present, it is
determined that there will be a follow up meeting
scheduled in the future.
On motion duly made and unanimously carried, the Board of Supervisors
of the County of San Luis Obispo, and ex-officio the governing body of
all other special assessment and taxing districts for which said Board
so acts does now adjourn.

In order to make the joint meeting as productive as possible, I would request that each city
make suggestions concerning possible agenda items. Ideas for potential discussion items
could be the Clean Air Plan, development in fringe areas,joint infrastructure needs, etc. The
joint meeting would also be an excellent opportunity to present a brief status report on future
issues that may be looming on the horizon.
If possible, please forward your suggestions for topics and any back-up material to Paul
Hood of my office no later than November 29, 199t. I hope that we can arrange to meet
before the end of the year. A Saturday meeting could be a possibility. To aid in this

SUBJECT. Suggestions for County-Cities Meeting
In response to your request of November 13, 1991, outlined below are my ideas for topics
to be discussed in a joint meeting of the County and the cites of San Luis Obispo County:
1. Status of Nacimiento project and ideas for expediting.
2. County development fee issue - potential linkage to City control of development
within urban reserve lines.
3. The State's continuing fiscal :risis and the related challenges we (the County and
the Cities) can expect as a result.
4. Ideas for working together t(, face those challenges (e.g. similar to the ideas for
cooperation to be embodi.-)d in a resolution currently being drafted by a
subcommittee of the Coalition Task Force, which includes Supervisor Ovitt).
In addition to the above suggestion I would also suggest that this meeting be planned
for early 1992. As a practical matter, because of the holidays, I think it will be extremely
difficult to pull together such a large group of officials in December. I know that my City
Council has requested that we schedule no further City meetings after December 10.
Thank you for the opportunity for input, and let me know if there's anything else I can do
to assist in this constructive effort.

After a good deal of schedule shuffling we have decided upon a date for the joint meeting
of the Board of Supervisors and all of the City Councils. The joint meeting will be held from
8:30 A.M. to 12:00 noon on Saturday, February 1, 1992 at the Embassy Suites Hotel in
San Luis Obispo. I have received several suggestions from cities for discussion items, but
there is certainly time to add topics to the agenda between now and the meeting date.
I realize that the meeting date may not ft with everyone's schedule, however, it is my hope
that most City Councils will be able to attend. Thank you for your assistance in finalizing this
meeting date.
