SUBJECT: ADVISORY BODY TRAINING
CAO RECOMMENDATION: By motion, approve the establishment of a training program
for Advisory Body Members.
DISCUSSION:
In July of 1991 at their quarterly meeting, the Chairpersons of the City Council Advisory
Bodies adopted a mission statement that included as one of their purposes: "to provide
increased training opportunities for Council Advisory Bodies." In October, when the
chairpersons adopted goals and objectives, training opportunities were identified as efforts to
improve communication and coordination and advisory body member skills.
The staff liaisons to the advisory bodies met in December and decided that a day long training
session should be offered to members of advisory bodies and staff liaisons in the Spring of
1992. The session would be designed to cover such topics as:
Meeting management skills
Dealing with public input
Conflict resolution
Communication and listening skills
Dealing with the media.
Emphasis will be placed on clarifying expectations and roles. The format is to be highly
interactive and varied with group exercises as well as a variety of presenters. Arlene Willits,
a professional trainer of boards and commissions, will moderate the event to be held on May
2, 1992, in the City County Library meeting rooms.
The City Administrative Officer met with the advisory body chairs at their January 9, 1992
quarterly meeting and received their endorsement of the recommended training program.
Approval by the City Council of this training program is being requested.
FISCAL IMPACT:
The cost of providing a one day training program is estimated to be $2,000. This includes the
trainer's fee and expenses and the cost of refreshments and supplies for the attendees. Funds
for this purpose are available within existing resources.
CONCURRENCES:
The City Clerk and Director of Finance concur with this recommendation.

ALTERNATIVES:
(1) Postpone training program until next fiscal year and use funds earmarked for the
Advisory Body Dinner to pay for training program. This is not recommended since the
chairpersons of the advisory bodies and the staff liaisons see the training program as a
high priority in addition to the annual dinner in March. The annual dinner has
traditionally been used to formally recognize The contributions of advisory body
members.
(2) Do not approve the recommendation and direct staff to include the above training topics
as part of the regular orientation process used by individual advisory bodies to prepare j
new members. The advisory body chairs expressed a desire for training for boards and
commissions that would supplement the orientation process each member goes through
when newly appointed and would provide an opportunity for advisory bodies to meet as
a group to share ideas and enhance skills.
