Sewermain Improvement: Johnson, Pismo to Marsh, City Plan No.
S08R.
CAO RECOMMENDATION:
By motion, approve plans and specifications for Sewermain
Improvement: Johnson, Pismo to Marsh, City Plan No. S08R,
authorize soliciting of bids and contract award by CAO if the
lowest responsible bid is within the Engineer's estimate.
DISCUSSION:
This portion of sewerline is suspended over San Luis Creek near Pismo
Street and hangs below the bottom of the bridge approximately three and
a half feet. The line is corroded through and spilled sewage into the
creek a couple of years ago. As a result this line was placed on a
list of projects to be completed this year. Because the line hangs so
low, it is also at risk of being damaged during heavy storming
resulting in sewage spills into the creek.
The original project included the replacement of the sewerline in
Johnson Ave from Pismo Street to the end of the sewerline near the
Telegram Tribune. To eliminate the possibility of a sewage spill into
the creek in the future, the project has been modified to extend the
new line the other way and connect to the sewerline at Marsh street.
This will increase the initial construction costs but will eliminate
any possible future expenses for cleaning up the creek and repairing a
line damaged by storm. The project will remove an additional 400 feet
of old pipe, not included in the original project, but which is also
damaged. This will reduce maintenance and infiltration.
The Public Works Department is in the process of negotiating with the
Planning Department to allow night work for the portion of the project
where the new line will cross Johnson at Pacific. This portion will
require a street closure.
CONCURRENCES:
The Planning Department has given this project a categorical exemption.
FISCAL IMPACT:
The original estimate for this project was $26, 000. Concerns regarding
the possibility of a sewage spill into San Luis Creek led to a new
engineering design requiring additional footage of pipe to be
installed. The revised engineering estimate is $80, 000. The 91/93
Financial Plan (Page E-7) identifies $120, 000 for 91/92 sewermain
replacement projects. No funds have been spent to date, leaving

$120, 000 to support this activity. The increased cost of $54 , 000 will
come from funds available in the 89/91 sewermain replacement program
due to the reprioritizing of sewermain projects. This will reduce the
$120,000 by only $26, 000, leaving $94, 000 for the other 91/92 sewermain
projects.
ALTERNATIVES:
1) Proceed with the replacement of the damaged line, preventing
further leakage.
2) Replace the line in its current location, including the creek
crossing.
3) Do not proceed with the replacement of the damaged line at this
time.
