SUBJECT: STREET NAME CHANGE
Attached is a letter from Dan and Liz Krieger of the County Historical Society asking
Council to initiate a street name change from Brook Street to Eto Street. I understand the
process for having a street name changed normally requires Planning Commission review
and approval at a public hearing and a fee is required. If the Council initiates a name
change, no fee is needed.
In order for the Council to consider this, it is being placed as a communication item on the
February 18th meeting agenda and I am requesting Council direct staff to agendize this at
the next available meeting.

Dear Mayor and City Councilpersons,
On March 22, 1942, a sad event occurred in the city of San Luis Obispo.American citizens
of Japanese ancestry were being forcibly and illegally removed from our region under
United*States Executive Order 9066.
The San Luis Obispo City Council added further insult to this unconstitutional injury.
At its February 24, 1942 meeting, the City Council drafted Ordinance number 236 (New
Series) for the purpose of "CHANGING TBE OFFICIAL NAME OF ETO STREET."
In 'a pique of wartime hysteria, the Council moved that:
"The name of that certain street now known as and officially named Eto Street, in
the Nippon Tracts according to the official map.of said tract on file in the office of
the County Recorder of the County of San Luis Obispo, which street extends for
approximately one block Southerly from South Street, is hereby changed, and said
street shall hereafter be known, named and designated as Brook Street."
The motion passed unanimously.Following a second reading,the resolution was executed
on March 22, 1942.

The street had been known as 'Eto Street"since 1931. It was as though the City Council
and many of the citizens wished to erase the lives and contributions of the Japanese in
San Luis Obispo.
The San Luis Obispo County Historical Society respectfully requests that the present
Council follow the lead of the Federal Government in making amends. We wish to see the
historic and appropriate name restored. We have contacted Rev.Lewis,Pastor of St. Luke's
Missionary Baptist Church, Mr. Phil Quaglino and other property owners along Brook
Street. They favor the restoration of the 'Eto Street" appellation.
Would you place this item on your agenda for the earliest possible consideration.We urge
that you redress this most grievous wrong before the fiftieth anniversary of the event.
This is above all else an issue of conscience with which all San Luis Obisvans who wish
to be fudged on their own merits agree.

Subject: Eto Street, name restoration
Our Council will be addressing the request of the Historical Association to
rhange the name of that short street presently known as Brook Street to
its original name of record: Eto Street. It was so known over 60 years
ago, not out of any particular civic pride but rather as the geographical
location of where the Tameji Eto family lived. That's the way many small
town streets are named. Duncan Road, Fuller Road, Fixlini are other exam-
ales.
And then, fifty years ago next month our President out of fear of the
unknown, had Tameji Eto arrested under Executive Order 9066 as a
possible threat to national security because, and only because, he had been
born in Japan. Shortly after that, in flurry of martial-macho-ism the
street name became Brook Street, no public hearings, no posted notices of
impending actions . . . just changed!
I certainly support the request of the Historical Association. I ask that
you restore the name of a significant San Luis Obispo family, hard
workers, skilled truck farmers, impressive well-educated children, and
good neighbors to their family street; and restore the name without a
public hearing, or posted notice of impending actions . . . just restored.
You might add a really classy note, by having the restoration effective on
March 22, 1992; just fifty years to the day after it was named Brook
because it bordered muddy San Luis Creek. Without a lot of Council arm-
waving, you might have Ron Dunin, who was born in Poland, educated in
Scotland, and is very proud of his United States citizenship, issue an
Exp tive Order 32292 welcoming Eto Street back to its rightful title.
