Estimated Cost of the entire project: i Phase 1 $23, 300 - Work Complete - Drill wells to locate a water source; case acceptable well and seal abandoned holes. Phase 2 $ 3,500 - Work Complete - Design improvements to install pumps, controls and pipe to connect to irrigation system. Phase 3 $36,500 - Estimate to install pump, controls, electrical service, water line to the well, and replacement of 520 feet of 4 inch irrigation line. Total $62 , 300 Estimated Savings: The portion of this project that develops the well will result in cost savings that will offset the construction costs. Consumption of City water will be reduced by 10 acre feet per year. To accomplish this savings there is an increase in the cost of electricity and maintenance. COSTS THAT WILL BE AVOIDED: Present cost of 10 acre feet of water $10, 500 (435,600 cubic feet) @$2 .40 per 100 cubic feet COSTS THAT WILL BE ADDED: Electricity to pump 10 acre feet of water $ 4,500 at $0. 12 per kilowatt-hour. Pierce, Projects Manager o SUBJECT: Laguna Lake Golf Course, Well Development & Irrigation Line Replacement, City Plan No. P-53L CAO RECOMMENDATION: By motion, approve plans and specifications for "Laguna Lake Golf Course, Well Development & Irrigation Line Replacement", City Plan No. P-53L and authorize soliciting of bids and contract award by the CAO, if the lowest responsible bid is within the Engineer's cost estimate. DISCUSSION: Irrigation of the Laguna Lake Golf Course consumes 40 acre-feet of water a year. Half of this water is provided by an existing well. This well water does not meet drinking water standards but is adequate for irrigation. A project to provide a reservoir and pump station so that the well water could be stored during the day would have cost $149, 000. At that price the project was not cost effective. Therefore the scope was changed to adding an additional well. Three additional holes were drilled at the Golf Course to locate additional water. The last hole. produced 25 gpm. Use of water from this well will increase the Golf Course's use of well water to 75% of the total need. In addition to providing the equipment to develop the well, this project includes the replacement of a 520 foot section of failed four inch irrigation line that runs up the easterly side of the creek has failed. This line is on the adjacent property belonging to the Congregational Church and needs to be relocated. Accomplishing the irrigation line replacement with this project will result in savings as the electrical conduit for the well pump follows the same routing. CONCURRENCES: The Community Development Department has determined that a formal environmental assessment is not required for this underground utility project. Permits have been obtained from the Corps of Engineers and the State Department of Fish and Game for the underground pipe and cable crossing of Prefumo Creek.
