update the City Council of written or oral communications and ask for comment and/or discussion. State law
provides that Council take action only on such matters which have been noticed at least three days in advance
of the meeting unless special circumstances are found to exist Formal action or approval is not preferred and
such items should be continued to the next Regular meeting.

SUBJECT: March 9, 1992 Study Session: Consideration of the draft
Circulation Element Issues

RECOMMENDATION: The City Council should: (1) continue discussion of Circulation
Element issues beginning with Concern #9: Discussion of the
Prado Road Project, and (2) Accept the summary of the City
Council direction provided at the February 24, 1992 study
session.
BACKGROUND
On February 24, 1992, the City Council held a day-long study session to consider 16 issues
related to the draft Circulation Element. The Council:
Took action on Concerns #1 and #2.
Combined consideration of Concerns #3 and #4 and deferred action on Concern
#4 until the March 9 meeting. (It appeared to be Council consensus to review the
policies and programs deleted by the Planning Commission one by one. The Staff
has reformatted the listing to separate policy from program statements and provide
other background as to the possible rationale for Planning Commission deletion.
(Staff recommends that Concern #4 be taken up after the other concerns are
addressed.)
Took action on Concerns #5 through #8.
The Council requested that it review the listing of major changes to the street network
(Table #4 in the draft Circulation Element). Staff is also requesting that the Council
review and accept the summary of City Council direction for the February 24th meeting.

COUNCIL AGENDA REPORT
Council members should make sure that they bring the Circulation Element work book to
the meeting, which includes the Report on Circulation Issues (January 1992) and the
Planning Commission draft Circulation Element (September 1991). Other reference
documents are available in the City Council's office.
NEXT STEPS
If the City Council does not complete its review of the 17 issues, staff recommends that
March 23, 1992 be reserved for a daytime study session (either half or whole day) to
complete the Council discussions. j
After the Council completes its review of the 17 issues, the planning staff will revise the
draft Circulation Element to reflect the Council's action.
The staff will republish the draft Circulation Element and bring it back to the Council
requesting that the Council accept it for purposes of initiating the environmental review
process.
Additional Materials
Summary of February 24, 1992 City Council Study Session will be distributed to the
Council under separate cover.

SUBJECT: Summary of February 24,, 1992,City Council General Plan Workshop
The following is a brief summary of.the main points of discussion and agreement
identified during the City Council General Plan workshop of February 24,1992.
The workshopdiscussion centered on two areas; (i)overall circulation element
policy; and(ispecific policy and program issues(previously identified by City
Council and outlined in the workshop briefing materials).
Overall Circulation Element Policy
The City Council workshop discussion began with each City Councilmember
providing ideas and directions to staff regarding overall policy for the Circulation
Element. All Counislmembers supported the policy of shifting the emphasis away
from automobile-oriented (single occupant vehicle)to alternative transportation
programs and projects. Other policy directions for which there was not unanimous
support included the followings
• Adopt a more aggressive approach to the implementation of alternative transpor-
tation programs (alternative transportation signifies programs other than single
occupant vehicles).
Place more emphasis on the use of positive incentives to encourage people to
utilize alternative transportation,
• Do not use the circulation element as a tool for growth management, other
elements and policies should be developed to address the idea of growth manage-
ment directly.

Spend the largest amount of money on transit-oriented as opposed to highway
oriented programs.
Specific Policy and Program Issues
City Council continued their discussion on each of the sixteen areas of concern listed
in the City Council briefing materials. The following is a summation of the policy
direction which emerged in each of these topic areas..
ft Promoting Alternative Transportation
Provide incentives and infrastructure for alternative transportation(non single oc-
cupant automobile) and be selective about implementing projects that accommodate
vehicles(single occupant vehicles),retain an emphasis on alternative transportation.
ft Transit-Oriented Development
Design the transit network to serve existing development; orient new development
along transit routes according to the standard which is identified in the workshop
briefin materials(item 2B); design new development to accommodate transit(e.g.,
throu;site planning and layout,bus pull-cuts,pedestrian and bicycle ways,etc.).
#3t Level of Program Description
City Council members favored either policy options 3B or 3C.
#Q Poiides and Programs
City Council members agreed to return to this discussion issue at the next
workshop. City Council members also want to discuss table#4 of the circulation ele-
ment at a future workshop.

#5t Narrowing Streets
City Council members agreed to re-label this issue area as"re-designing streets;'to
draw attention to the possibility of more options for innovative street design and im-
provement. The overall policy direction is to: make more livable streets!
Seek opportunities to improve the li.yibility of existing arterial streets
through redesign of corridors.
#6i Widening Streets
City Council members agreed to re-label this issue area as"preserving right-of-way;'
to maintain flexibility►for potential circulation improvements(which might include
not just street widemn&but also alternative transportation systems). The policy
direction is to: (i) use the plan line process to preserve right-of-ways in areas of ex-
isting development;and(ii)use the plan line process as well as other legal
mechanisms to preserve right-of-ways in new development areas. '
#h Aesthetic impacts of Wide Streets
City Council members agreed with policy option 7A.
08t Santa Rosa Street Alternatives
City Council members agreed that a systematic alternatives analysis should be con-
ducted to determine the advantages and disadvantages of potential traffic conges-
tion reduction alternatives. Alternatives for consideration include: (i)no project(as
required under CEQA);(ii)widening of Santa Rosa Street(with design options
being from four to six lanes);tiii) constructing a reliever route{with d options
=showing different connections to the existing City street grid);(iv) provi alterna-
tive transportation(with detailed programs for Cuesta College,Hearst Cas e,the
beaches,commuters,and CMC); and(v)utilizing transportation system manage-
ment techniques such as signalization,etc. Impact evaluation categories include: en-
vironment; cost;downtown business;neighborhoods;feasibility for
implementation;and potential overall circulation system benefits.
