SUBJECT: Consideration of a resolution opposing the Governor's proposal to divert
Proposition 99 monies to non-tobacco education related activities
CAO RECOMMENDATION: Adopt a resolution opposing the Governor's proposal to
divert Proposition 99 monies to non-tobacco education related activities.
DISCUSSION:
At the March 25, 1992 meeting, the Council directed staff to prepare a resolution
opposing the Governor's proposal to divert Proposition 99 monies to non-tobacco
education related activities. Proposition 99 was enacted into law for the sole purpose
of educating the public on the health risks associated with tobacco use. Tobacco
education programs sponsored with monies generated from Proposition 99 have been very
successful. It is estimated that there has been a 17% reduction is smoking between 1987
and 1990.
In the Governor's revised 1991-92 budget, however, he proposes to set aside only 10%
of cigarette tax revenues (as opposed to the 20% required in Proposition 99) for tobacco
education programs. The Governor is proposing to reduce this amount further to 8%
in 1992-93. The monies generated from this action will then be diverted to State Medi-
cal programs.
This action will have a significant impact on local and state-wide tobacco education
programs. With respect to local impacts, San Luis Coastal School District will be forced
to substantially reduce or curtail their Drug, Alcohol and Tobacco Education Program
(DATE) if Proposition 99 funds are no longer available (attachment 1 provides an
overview of this program). In addition, our County Tobacco Control program will likely
receive funding reductions (estimates as to amount are not yet available).
FISCAL IMPACT:
Approval of this recommendation will result in no additional costs to the City.

A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
LUIS OBISPO OPPOSING GOVERNOR WILSON' S PROPOSAL TO DIVERT
PROPOSITION 99 FUNDS TO NON-TOBACCO EDUCATION RELATED ACTIVITIES
WHEREAS, Proposition 99 was enacted into law for the sole
purpose of educating the public concerning the health risks
associated with tobacco use; and
WHEREAS, the tobacco education programs sponsored with monies
generated from Proposition 99 have been very successful (there has
been a 17% reduction is smoking between 1987 and 1990 in
California) ; and
WHEREAS, the Governor is proposing to divert Proposition 99
monies, specifically set aside for tobacco education programs, to
other non-tobacco education related activities; and
WHEREAS, this proposal will have a detrimental effect on many
tobacco education programs locally and throughout the State;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the
City of San Luis Obispo hereby opposes the Governor' s proposal to
divert Proposition 99 funds to other non-tobacco related State
programs and urges the Governor to withdraw this proposal from
further consideration.

1991-92 D A.T.E. PROGRAM OVERVIEW
Program Summary. 1991-92
The District's D.A.T.E. program utilizes the Substance Abuse Advisory Committee as its planning
group. This group is made up of representatives from our community, district; health services,
county services, and law enforcement. The planning group has been in operation for 2-1/2 years
and came into existence to discuss District substance abuse concerns. Since its original organization,
it has taken on a wellness program focus utilizing the Healthy Kids, Healthy California matrix for
Planning and organization. The nine components of the DATE. program have now become the
cornerstone of planning for our overall comprehensive program.
The coordination and cooperation of community agencies to support the District in its efforts to
implement the DATE. program is supported through Memorandums of Understanding and joint
services arrangements between agencies such as YMCA, Mental Health,Alcohol Services,Tobacco
Coalition, Medical Auxiliary, Police and Sheriffs Department, City of San Luis Obispo, District
Attorney's Office, and the Probation Department. In addition, the District has taken our Hotline
Human Services Directory and amended the table of contents to cross-reference with the
intervention services that are part of our DATE. grant
The underpinning support group within each of our.schools is a student assistance program. The
student assistance program in the elementary schools utilizes a Student Study Team concept with
the core team having specific training in the area of substance abuse awareness, identification,and
referral. This combined with other ttainings that the Student Study Teams have had in the
elementary grades gives the core team expertise to look at students in the academic, social, and
substance areas. In grades 7-12, the student assistance program is a more formal organization.
Utilizing the Student Study Team concept noted in the elementary school, the secondary schools
have also included support groups that act as interventions and positive alternatives on the campus.
Here again,local agencies are used to lead these groups and act as referral agencies for the student
assistance program when student services are required off campus.
The following are the nine DATE. Program component objectives for school year 1991-92.
Planning Process
• During the 1991-92 school year, four advisory committee meetings will be conducted
at which time the wellness strategic plan implementation plan will be monitored and
the planning process for the 1991-92 school year utilizing the strategic planning
model will occur.
School Polio
• During the 1991-92 school year, the District will institute its Substance Abuse Policy
and inform 400+ certificated staff of the Policy and Administrative Regulations.
• During the 1991-92 school year, a tobacco free district polity will be implemented
making all school sites in the San Luis'Coastal Unified School District a tobacco-free
zone.
Staff Inservice
• During the 1991-92 school year, approximately 60 elementary staff will be inserviced
in integration techniques of instructional materials which will help instruct the
District's curriculum in self-esteem and substance abuse.
• During the 1990-91 school year, approximately 20 staff will attend student assistance
program training. These staff members will broaden the core team at each of the
elementary and secondary sites.
• During the 1991-92 school year, a teacher training program will be developed based
on input from the staff evaluations (see evaluation section).
Curriculum
• During the 1991-92 school year,self-esteem and substance abuse curriculum support
materials will be implemented at three elementary school phot sites affecting
- • approximately 1,200 students and 60 faculty.
• During the 1991-92 school year, nutrition, fitness and safety curriculum documents
will be reviewed, edited, and approved by 200 staff members for use during the 1992-
93 school year.
• During the 1991-92 school year, the 600 district 6th grade students will receive
DARE. instruction.
• During the 1991-92 school year, the 1,200 district 7-8 grade students will receive
Teen Skills/QiTM instruction.
• During the 1991-92 school year, three additional elementary schools will be selected
for implementation of instructional materials to support the District's curriculum in
substance abuse and self-esteem: nutrition, fitness, and safety during the 1992-93
school year.
•- During the 1991-92 school year,three elementary pilot schools will develop strategies
for the integration of instructional support materials into the regular instructional
curriculum. These instructional strategies will be shared with new pilot school staff
during the 1992-93 school year.
• During the 1991-92 school year, 600 6th grade students will receive DARE.
program instruction.
• During the 1991-92 school year, 900 K-5 grade students will receive DARE.
program instruction.

Parent Involvement
• During the 1991-92 school year, approximately 4,000 parents will receive a federal
government booklet entitled "Growing Up Drug Free." This booklet will outline
substance abuse awareness information and assist parents in identifying possible
behaviors of at-risk students.
• During the 1991-92 school year, approximately 60 parents will complete a District
parenting skills training program. The program will be nine weeks in length and
instruct parents in the promotion of self-esteem, learning from one another and
using each other as resources, and communication with their children. (STEP
Program)
• During the 1991-92 school year, the use of a marriage and family counselor to assist
with in-depth counseling for target families, e.g. those experiencing a substance
abuse-related problem, will be explored by the District.
• During the 1991-92 school year, the District sill sponsor up to four EPIC parent
support groups throughout the district to serve targeted families.
Intervention
• During the 1991-92 school year, all 17 schools will implement a student assistance
program.
• During the 1991-92 school year, at least three Memorandums of Understanding will
be established between agencies and the District to support intervention services for
elementary and secondary students. (Example: Cedar Vista Hospital for truancy
diversion program)
• During the 1991-92 school year,the Human Resources Directory and addendum will
be forwarded to all 17 student assistance program core teams outhaing county
resources available for intervention and positive alternative programs.
• During the 1991-92 school year, the District will develop intervention services with
the YMCA which will assist 200 students in grades 5-8 in modifying or extinguishing
risk behaviors and substituting the at-risk behavior with protective factors.
• During the 1991-92 school year, an elementary school model intervention program
for at-risk/high risk students, K-6, will be developed.
Communitv Involvement
• During the 1991-92 school year, community representatives will be involved in the
Substance Abuse Advisory Committee and will assist in updating the District's
Wellness Master Plan.
• During the 1991-92 school year, community activities mill be conducted for Red
Ribbon Week involving over 7,500 students and their families focusing attention on
substance abuse prevention. Activities will be both curricular and non-curricular in
nature.
• During the 1991-92 school year, public presentations will be conducted focusing on
substance abuse, related topics, and the alternative to be drug free.
• During the 1991-92 school year, the District will meet with PTA representation to
inform them of the Wellness program and DATE. components and enlist their
support for these.
• During the 1991-92 school year, the Ed Plus Program will be continued at both
district middle schools serving approximately 80 students per year.
Positive Alternatives for Student Activities Recreation and Social Development
• During the 1991-92 school year, two positive alternative programs will be initiated
in grades 7-12. Approximately 150 students will be involved in the positive
alternative programs.
• During the 1991-92 school year, one positive alternative program will be developed
for each elementary school.
Evaluation
• During the 1991-92 school year, a comprehensive substance abuse assessment will
be conducted to identify grade levels of greatest need for intervention services. The
survey will parallel the Attorney General's format and gather information from
approximately 2,000 students.
• During the 1991-92 school year, a comprehensive assessment wtiIl be conducted of
all 400 teaching staff to determine their ability and level of readiness to instruct the
substance abuse curriculum along with their ability to work with students who are
exhibiting substance-related characteristics.
• During the 1991-92 school year, strategic plan modifications will occur based on
assessment information noted in the first three bullets.
• During the 1991-92 school year, parent needs will be assessed to assist in the
development of parent programs/interventions.
