Moss Utilities Director Wastewater Division Manager SUBJECT: Resolution changing the official name of the City's wastewater treatment plant. RECOMMENDATION: Adopt a resolution changing the name of the City's Wastewater Treatment Facility to City of San Luis Obispo Water Reclamation Facility. DISCUSSION: The City Wastewater Treatment Plant is currently undergoing a nearly $30 million upgrade to improve the quality of the treatment plant effluent to meet stringent State and Federal standards for discharge to San Luis Obispo Creek. As a result of this upgrade, the effluent water quality will be suitable for a variety of reclaimed uses. Given the limited water resources available to the City, Council approved development of a water reclamation program intended to distribute and use reclaimed wastewater for non- potable purposes. The Water Reclamation Program is being developed to provide water for such uses as landscape, park and golf course irrigation, maintaining a habitat in lower San Luis Obispo Creek, and other appropriate non-potable applications. With the significant improvement in effluent quality and the resultant shift in the value of the resource, the wastewater effluent is no longer viewed as a waste to be disposed of, -but rather a resource to be utilized to augment the City's limited potable water supplies. In order to fully recognize the value and relative importance of the City's improved facilities and the commitment on the part of the City Council in protecting and enhancing the environmental resources in and around the City, Staff is recommending Council adopt a resolution changing the official name of the City's Wastewater Treatment Plant to City of San Luis Obispo Water Reclamation Facility. FISCAL IMPACT: There is no significant fiscal impact as a result of this Council action. (f 44-1 RESOLUTION NO. (1992 Series) WASTEWATER TREATMENT FACILITY NAME CHANGE WHEREAS, the City is completing improvements to its wastewater treatment plant in order to comply with stringent State and Federal Standards for discharge of effluent to San Luis Obispo Creek, and WHEREAS, the quality of the wastewater effluent will be suitable for a variety of reclaimed uses, and WHEREAS, the City intends to develop and implement a program for reclamation of the wastewater effluent for irrigation, industrial and instream uses, and WHEREAS, in recognition of the importance of the development of this resource in augmenting the City's potable water supplies and in recognition of the Council's commitment to protecting and enhancing the environmental resources of the community, a change in title of the wastewater facilities to more accurately describe their function is desired. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo does hereby declare the official title of the wastewater treatment -plant be changed to City of San Luis Obispo Water Reclamation Facility.
