SUBJECT: Utility Trench Repair, City Plan No. S-14A
CAO RECOMMENDATION:
By motion, approve Plans and Specifications for the 1992 Utility
Trench Repair Project, City Plan No. S-14A, and authorize
soliciting of bids and contract award by the CAO, if the lowest
responsible bid is within the Engineer' s cost estimate.
DISCUSSION:
When the utilities crews make an excavation to repair water lines, they
patch the street with a temporary pavement. A permanent pavement
repair made at a later date is needed to complete the utility repair.
During the past year the utilities crews have excavated many more
trenches than were anticipated at budget time. In 1991 the City
awarded a project in the amount of $67 , 426. 00 for permanent repairs to
utility trenches.
The current backlog of trench repairs that are to be made under this
contract is for one year of water line leak repairs.
Purchasing Procedures
The provisions of Purchasing Control Manual Section PC-403-3 apply to
this contract.
FISCAL IMPACT:
Engineer' s estimate $66, 840
Contingencies @ 5% 3 . 342
TOTAL PROJECT COST $70, 182
Approval of the recommended project is estimated to cost $70, 200. A
total of $30, 000 is available to support this project in the 1991-92
Budget for Water Distribution Other Contract Services (1991-93
Financial Plan, page D-33 , 050-5063-008-119) . An additional $40, 200
was approved through the Mid-Year budget Review process to support this
activity. The costs, higher than the estimate at time of budget
preparation, are due to the more than 123 water main leaks and repairs
in 1991.
ENVIRONMENTAL DETERMINATION: Categorically exempt.
