SUBJECT: Hate Violence Prevention in Schools
CAO RECOMMENDATION: Direct staff to add a discussion on hate
violence prevention to the next Joint Cities, County, San Luis
Coastal School District Advisory Committee's meeting agenda.
DISCUSSION:
As the Council is aware, the HRC has been monitoring hate violence
crime incidents in our community for nearly two years. The purpose
of tracking this type of information is primarily preventative.
It allows the Commission to measure whether there are any
significant changes in the types or numbers of hate violence crimes
occurring in the community and, if necessary, alert the appropriate
agencies. The Commission is made aware of these types of incidents
by the City's Police Department. It is important to emphasize that
the information provided by the Police Department is general in
nature (e.g. , date, type of incidence, number of people involved) .
No specific information is given due to confidentiality concerns.
Over the past several months, the HRC has reviewed three incidents
of hate violence that have been based at the local junior high
schools and the high school. Two of the incidents involved
graffiti and took place at Laguna Junior High School and the Old
San Luis Junior High School. The third incident involved a
racially motivated fight between two students at San Luis High
School. In addition, the HRC was advised by parents during the
public comment portion of their March 4, 1992 meeting that the
issue of hate violence crime is growing in the schools.
The Commission feels it would be appropriate to discuss these
concerns with San Luis Coastal School District. The Commission
recommends that this be accomplished through adding a discussion
on hate violence crime and preventative measures available to the
next agenda of the Joint Cities, County, San Luis Coastal School
District Advisory Committee meeting. The Commission is hopeful
that there are preventative steps the community can take to insure
that hate violence crimes do not become a problem in our City.
FISCAL IMPACT:
Approval of this recommendation will not result in any cost to the
City.
