The Council's action at that time was to continue the appointments for an additional staff report. Councilmember Rappa expressed concern as to whether the CAC should be an ad hoc committee or a permanent standing committee. I was asked to review its makeup and how it was established and report back to Council. The present organization of the Citizen's Advisory Committee was established by Resolution No. 4891 (1982 Series) entitled, "Resolution of the San Luis Obispo City Council Establishing the Citizen's Advisory Committee as a Continuing Special-Purpose Committee" . Section 2. of the Resolution sets forth the "principal functions" for the Citizens Advisory Committee (see attached Resolution No. •4891) . In summary, the Committee is to create an annual work program, conduct such surveys and studies as may be assigned by the City Administrative Officer, meet and discuss matters as assigned by the City Administrative officer, issue reports or make recommendations or conclusions to effectively advise the City Administrative Officer, and inform the City Administrative Officer of any matters of community concern which might be included in the Committee's work program. The most recent work program of the Committee has been to work in three areas: 1. Continue to advise the City Administrative Officer and appropriate staff concerning the "City's long-term financial health", particularly to help the staff develop guidelines on revenue and expenditure matters, and review the staff recommendations to the Council. 2. Assist the CAO and Fire Chief in the preparation and review of a Fire Department Five Year Services Plan. 3. Assist the CAO and the Police Chief in the preparation and review of a Police Department Five Year Services Plan. After review, consistent with the City Council 's request, my conclusions are: 1. The Citizen's Advisory Committee has and should continue to advise the CAO on matters which will eventually go to the City Council for review and approval. It is important to have recommendations with significant long-term implications reviewed by a group of representative citizens. 2. The present form of the Committee, as established by the City Council, as a "continuing special-purpose committee" is appropriate and serves both the needs of the CAO and the City. There is an advantage to the Committee membership to serving on (and to the CAO to having) a continuous and immediately available committee for consultation, as opposed to the lack of certainty and confusion which could stem from a number of different ad hoc committees. 3 . The overall purpose of the Committee has been and continues to be to provide citizen input on a range of issues to assist in the City's decision-making process. This is an important purpose which the Committee has served well. 4 . This Committee is in reality little different from Council advisory committees in that the Committee's recommendations are presented to the City Council directly and straightforwardly as part of the staff report to the Council, usually supplemented by the Chair's verbal presentation. In brief, after this review, I recommend the continuation of the Committee, subject to the same guidelines as are in effect for Council advisory committees and, if this concept is sustained, will present candidate's names for approval at a subsequent City Council meeting. JD:mc Attachment dlcw3 C70 RESOLUTION NO. 4891 (1982 Series) RESOLUTION OF THE SAN LUIS OBISPO CITY COUNCIL ESTABLISHING THE CITIZENS' ADVISORY COMMITTEE AS A CONTINUING SPECIAL—PURPOSE COMMITTEE TEAS, the City Council recognizes the need for active citizen participation in city government; and WHEREAS, the City Administrative Officer has informed the City Council that advice from a Citizens' Advisory Committee would be of assistance from time to time in the conduct of city affairs. NOW, THEREFORE, BE IT RESOLVED BY THE SAN LUIS OBISPO CITY COUNCIL That: Section 1. A continuing special—purpose committee, to be known as the "Citizens' Advisory Committee," is established. The members shall be appointed by the. City Council in a manner, and for a term of office, determined by the City Council at the time of appointment. Section 2. The Citizens' Advisory Committee shall perfor-k the following principal functions: (a) To work with and assist the City Administrative Officer in the creation of a Citizens' Advisory Committee Annual Work Program. Said work program shall be presented to the City Council in written form within sixty (60) days of the effective date of this resolution, and thereafter by September 1 of each subsequent calendar year. (b) To conduct, or cause to be conducted, such studies and surveys as may be assigned from time to time by the City Administrative Officer. (c) To meet at the direction of the City Administrative Officer to discuss matters assigned by the City Administrative Officer and to Page 1 of 2 R 4891 Ci Q Resolution No. 4891 (1982- Series) July 6, 1982 issue reports, which may include recommendations or conclusions. as may be appropriate to effectively advise the City Administrative Officer. (d) To inform the City Administrative Officer of any matters of community concern which might be included in the committee's work program. Section 3. This resolution creating the Citizens' Advisory Committee shall become effective on the effective date of Ordinance No. 930. On motion of Councilman Robert Griffin, seconded by Councilwoman GlennaDeane Dovey, and on the following roll-call vote: AYES: Councilmembers Robert Griffin, GlennaDeane Dovey, and Mayor Melanie C.
