Prepared by: Keith Opalewski VC4Public Works Director Parking Manager SUBJECT: Establishment of Parking Management Committee as a Permanent Advisory Body and Appointment of Members CAO RECOMMENDATION: a) Introduce an ordinance to print of the San Luis Obispo Municipal Code establishing the Parking Management Committee as a permanent advisory body. b) By motion, appoint Richard Cleeves and Forest Watts as (BIA) , Brad Bilsten (Property Owner) , Lance Evans (Chamber of Commerce) , Tom Fulks 'TCounty) , and Lorraine Maksoudian '-and Richard Marshall (Citizens-at-large) as members of the committee. BACKGROUND: In July of 1986, the City Council authorized, by resolution, the establishment of a Parking Management Committee as a technical and special-purpose advisory body. Originally, the committee was to "sunset" on July 15, 1988. However, since that time the committee has continued to be extended every two years, with extensions occurring in 1988 and 1990. The committee was again due to "sunset" on March 31, 1992, but because of ongoing parking issues the committee's status is once again in question about what should be done with the parking committee on a long-term basis. DISCUSSION: Over the years, the Parking Management Committee has provided advice and assistance for managing the City's Parking Program. To this end, the committee has completed and revised a parking management plan that is the primary tool for effectively controlling the city's parking resources. Although the parking plan is broad based, ongoing issues continue to surface that need immediate attention and/or more clear definition as to what direction or policy should be adhered to for a number of parking topics. Furthermore, the Parking Management Plan is intended as an overall plan for the entire City, therefore, maintaining a City parking committee with County and citizen representation is important. The BIA Parking Committee can not handle this broad, city-wide responsibility. ���ni►niii►►illlllllll�� �IIUIII city of San 1%.46 OBISPO COUNCIL AGENDA REPORT Council Agenda Report Page Two With this latter issue in mind, the Parking Management Committee's status was discussed at its last meeting on February 26, 1992. It was the unanimous decision of members present to continue the committee on a permanent basis. The BIA also supports the continuation of the Parking Management Committee as a separate and city-wide parking committee. ALTERNATIVES: 1. Continue the committee as a temporary advisory body for another two years. 2 . Discontinue the committee. 3 . Establish the committee as a permanent body as recommended. Extending the committee for another two years is certainly possible, but given the history of ongoing two year extensions this option may not be the most prudent course of action because it would not resolve the long-term status of the committee. The continuous extensions have shown that there needs to be an ongoing city-wide parking committee to deal with a variety of parking issues. Terminating the committee would not be advisable. The best course of action would be to establish the committee as a permanent advisory body because there will always be parking issues that must be resolved at the committee level. The make-up of the current committee (BIA, property owner, County, Chamber and private citizens) allows for a well balanced group that can effectively deal with both downtown and outlying parking issues. It should be noted that representatives for the current openings for one BIA, County, and Chamber representative were recommended by their respective governing body. The remaining BIA, property owner, and citizen-at-large representatives currently are members of the committee and did go through the recruitment, interview, and appointment process within the last year. For the initial terms of appointment the expiration dates for members will be staggered as follows: Property Owner, Brad Bilsten (1993) , BIA, Forrest Watts and Citizen-at-large, Lorraine Maksoudian (1994) , BIA Richard Cleeves and Citizen-at-large, Richard Marshall (1995) , and County, Tom Fulks and Chamber, Lance Evans, (1996) . (1992 Series) AN ORDINANCE OF THE CITY OF SAN LUIS OBISPO MUNICIPAL CODE ESTABLISHING THE PARKING MANAGEMENT COMMITTEE AS A PERMANENT ADVISORY BODY BE IT ORDAINED by the Council of the City of San Luis Obispo as follows: SECTION 1. That certain additions are hereby made to Chapter 10 of the San Luis Obispo Municipal Code, to read as follows: Chapter 10. 10 - Parking Management Committee SECTION 10. 10. 010 ESTABLISHED There is hereby established the Parking Management Committee, originally appointed by motion of the Council in July, 1986. SECTION 10. 10. 020 PURPOSE It is the purpose of the Parking Management Committee to advise and assist in the implementation of the City's Parking Program. The Parking Management Committee shall assist with the comprehensive and effective management of the quantity, location, cost efficiency and availability of parking in the downtown. The Parking Management Committee shall also advise and assist with the effective management of parking resources on a city-wide basis and shall make recommendations to the Council or the City Administrative Officer on the best course of action for effective parking management. SECTION 10. 10. 030 FUNCTIONS The functions of the Parking Management Committee are: A. Provide advice and serve as a community public information link as the City increases its parking inventory through the development of parking decks, surface lots, meter installation and private expansion. B. Advise on the management of the location, cost and availability of parking in the Central Business District and . outlying areas. Programs to be administered include: 1. Improving the effectiveness of parking supply; 2 . Providing accessible, inexpensive parking for shoppers; 3 . Discouraging employees from using parking intended for shoppers; 4. Examining and introducing measures to reduce employee parking and demand; C—V .J 5. Protecting residential neighborhoods; 6. Encouraging ridesharing and other alternatives to use of the private automobile. SECTION 10. 10. 040 MEMBERSHIP The Parking Management Committee shall consist of seven members and consists of: (a) two representatives from the BIA; (b) one representative from the Chamber of Commerce; (c) one downtown property owner; (d) one representative from the County of San Luis Obispo; and (e) two citizens-at-large. SECTION 10. 10. 050 TERMS OF OFFICE A. Members shall be appointed by the Council for terms of four (4) years, commencing immediately upon appointment. Members maybe re-appointed for not more than two consecutive full terms (8 years) . B. Vacancies shall be filled by the Council, for unexpired terms. Appointment for a partial term following an unscheduled vacancy shall not preclude the appointee from serving two (2) consecutive full terms following the completion of the partial term, provided the partial term is less than one (1) year. SECTION 2 . This ordinance, together with the ayes and noes, shall be published once in full, at least three (3) days prior to its final. passage in the Telegram Tribune, a newspaper published and circulated in said City, and same shall go into effect at the expiration of thirty (30) days after its said final passage.
