Gingg to the Appeals Board for Handicapped Access for a four-year term ending March 30, 1996. DISCUSSION: The 1988 Edition of the Uniform Administrative Code (UAC) as adopted by the City establishes ■ the Board of Appeals, which is created "to hear and decide appeals, orders, decisions or determinations made by the Building Official relative to the application of the technical codes" ; and ■ the Appeals Board for Handicapped Access, which serves as the "local appeals board" specified in Section 19957 . 5 of the California Health and Safety Code relating to alternative accommodations for the physically handicapped. Section 204 (a) of the UAC requires that the five members of the Board of Appeals be "qualified by experience and training to pass upon matters pertaining to building construction and building service equipment and who are not employees of the jurisdiction. " Randy Dettmer, whose original appointment to the Board will expire on March 31, 1992, is recommended for reappointment. He is a licensed architect and a licensed contractor. Section 204 (b) of the UAC establishes membership of the Appeals Board for Handicapped Access to be the five members of the Board of Appeals and two members who are physically handicapped as defined in Section 417 (m) of the California Building Code. A vacancy on the Board will occur on March 31, 1992 with the expiration of Bill Bailey's term; he is not interested in reappointment. The recommended appointment of Bryan Gingg is consistent with the State definition and will be particularly helpful to the Board in rendering decisions relative to wheelchair accessibility. FISCAL IMPACT: Approval of the appointments will have no fiscal impact. f C ! - 1
