However,as a general rule,action will not be taken on issues not listed on the agenda Instead, staff will usually be asked to follow-up on such items. Immediately following roll call, members of the public may address the City Council on items that DO NOT appear on the printed agenda and those issues listed under the CONSENT AGENDA. A speaker form (BLUE SLIP-available in the Foyer or from the City Clerk) must be filed with the City Clerk prior to the beginning of the meeting. Please give your name and address at the podium and limit your remarks to three minutes. You will be able to speak on issues listed elsewhere on the agenda(besides CONSENT)when the item Is wed; no speaker form is necessary. BUSINESS ITEM A . L STATE WATER PROJECT (HETLAND/1124 - 4 hrs.) T Consideration of: E A) Further participation in the State Water Project; B) Environmental determinations for City participation in the State Water Project; and, C) Approval of agreements for the State Water Project. 1 � l 1 Council Agenda April 21, 1992 - 7:00 p.m. RECOMMENDATION: A) By motion, authorize the City's further consideration of participation in the State Water Project; B) If the City Council has indicated a preference to proceed with participation in State Water, adopt a resolution malting required environmental determinations; and C) Adopt resolution authorizing the Mayor to execute Water Supply Agreement for State Water Project and the Water Treatment Plant and Local Facilities Agreement for 3,000 afy and provide direction to staff to negotiate changes in the agreements. State law provides that Council take action only on such matters which have been noticed at least three days in advance of the meeting unless special circumstances are found to exist. Formal action or approval is not preferred and such items should be continued to the next Regular meeting. A.
