RECOMMENDATION: Adopt resolution certifying the EIR for the Stoneridge 11 subdivision and annexation project located at 500 Stoneridge Drive as recommended. CIRCULATION ELEMENT (JONAS/462 - 90 min-) Consideration of the final administrative draft of the Circulation Element for purposes of initiating environmental review (continued from 2/24/92 and 3/9/92).
