COUNCIL LIAISON REPORTS There were no Council Liaison Reports.' STUDY SESSION 1. DRAFT CIRCULATION ELEMENT ISSUES (File No. 462) Council continued its consideration of the draft Circulation Element beginning with Concern#9 of the Report of Circulations Issues memorandum dated January 10, 1992 (draft document previously sent out -continued from 2/24/92). Terry Sanville Senior Planner, reviewed the agenda report introducing each topic area reviewing the recommendations in the report and asking for consensus by Council. The following actions were taken: #9. PRADO ROAD City Council members favored policy option 9A and stated the following additional considerations: Ensure that the sequence of improvements are made in accordance with transportation demand; study the environmental impacts by use of the Caltrans Project Study Report (PSR); ensure that the City's overall circulation system is in place (e.g„ access roads,shuttles,etc.);watch out for shifting traffic bottlenecks from one location to another. 9:50 A.M. Mayor Dunin adjourned the meeting for a brief recess. 10.00 A.M. City Council reconvened; all Councilmembers present. City Council Meeting Page 2 Monday, March 9, 1992 - 830 A.M. #10: 101 -NOT CITX STREETS Overall policy direction stated by City Council members included the following: Pursue the ultimate vision of actually reducing traffic congestion,rather than accepting what appears to be the inevitable "worsening" of conditions. Study (model) the patterns and distribution of traffic with all the designated transportation improvements projects in place, including highway and transit projects. Make the first consideration of circulation system planning the question of how to get people from point A to point B,opening up the possibilities for more creative,non-higbway oriented transportation improvement projects (place the emphasis on the concept of "access" as opposed to "roadways"). Council held a brief discussion on each of the potential projects listed below, reaching consensus as follows: PRADO: Upon general consensus, approved (5-0)the utilization of the CalTrans PSR (see topic area #3) SANTA ROSA. Upon general consensus,Council did not support this (0-5). In general,they felt the projected traffic levels must be addressed;a viable alternative to the Santa Rosa reliever route must be found and to consider implementation of better signage to redirect traffic. LOS OSOS Upon general consensus,approved (5-0) with more details to be provided on how this will be accomplished. 101 WERE NING:Council did not support this (2-2-1). There were 2"yes"votes which were contingent upon the availability of additional right-of-way. Several requests were made for additional information on impacts and alternatives. SR RELELWR Council did not support this (1-2-2). The projected traffic levels must be addressed;a viable ROUM- alternative to the Santa Rosa reliever route must be found. There was one "yes" vote in consideration of no widening of Santa Rosa. Several requests were made for additional information on impacts and alternatives. FRONTAGE Upon general consensus,Council did not support this (0-5). More detail was needed on how this project would be implemented. Council considered this project in light of future planning for the entire area SOUTH Council approved this(41). More detail is needed on how this project would be implemented. HIGUERA: Council considered implementation of better signage to redirect traffic. RAMP Council did not support this (2-3). CLOSINGS Other Councilmember comments and considerations included: The downtown inner loop system does not seem feasible or desirable. Given the configuration of the City's existing street system, it would shift traffic from one neighborhood area to another. e-�-a City Council Meeting Page 3 Monday, March 9, 1992 - 830 A.M. Work with CalTr-ans to determine if the weaving lanes on Highway 101 can be used more effectively. #11: 101 MERGING Council felt that improving or closing the Osos and Brad Street interchanges with Highway 101 may or may not produce a net benefit to the surrounding neighborhoods. A thorough study of the impacts is needed, including an origin-destination study,modeling and testing of improvement options,etc. Marsh (cl)and Los Osos Valley (d ) are potential problem areas. #12: TRAFFIC IN/OUT Staff directed to identify key access routes as in the draft Circulation Element; recognize the link between traffic and the quality of residential areas (i.e., the "Living Streets" concept). #13: REFINEMENTS Council agreed that further discussion and consideration of the Calle Joaquin and Margarita extension projects should be taken up at the specific plan level,addressing the need for the frontage road in the specific plan or project study report as well. 11:50 A.M. Mayor Dunin adjourned the meeting for lunch. 12:50 P.M. City Council reconvened; all Councilmembers present. #14: ALTERNATIVE FUELS Council agreed with policy option 14A. They also thought that the issue of alternative fuels utilization should also be addressed on the regional level,and that perhaps the City could take a leadership position on this issue with other public agencies and jurisdictions. #l.5: SUGGESTIONS BY ROWNTREE Council recognized that the "shortcut" problem exists throughout the City, not just in Mr. Rowntree's neighborhood; it is a generic problem. Using the 1989 DRS traffic study as a foundation,identify a package of"fixes"that would improve the overall quality of residential neighborhoods by improved traffic management methods and techniques. A combination of physical and behavioral changes will be necessary. Neighborhood Traffic Management Areas(NTMA's)could be identified throughout the City where such fixes might be applied. Some further considerations suggested by Councihnembers included the following: Make more use of"choke points" or bulb-outs". Improve stop sign and signalization to control traffic. Implement improved signage programs, and maybe even use special signs to mark the occurrence of residential traffic management areas to alert drivers and solicit their voluntary cooperation to slow down and/or use an alternative route. C-�-3 City Council Meeting Page 4 Monday, March 9, 1992 -830 A.M. Designate more alternative routes (using signs) to redirect traffic away from neighborhoods. Reduce speeds. Avoid the use of one-way streets in residential areas; experience shows that these may accelerate traffic. - Develop an educational program informing citizens about the benefits of reducing neighborhood traffic; solicit everyone's support and cooperation. #16: PROTECTING SCENIC APPROACHES Council agreed with policy option 16A. Council also offered the following additional considerations: Modify the language of the Circulation Element to reflect the desire of the City to adopt a more cooperative stance with the County and other public agencies in order to protect the scenic value of entryways to the City. Recognize that visual quality concerns apply to everywhere in the City, especially in neighborhoods, and the City should look for opportunities to improve upon visual quality where possible. Consider greater use of lighting to improve bicycle safety. #4: PROGRAMS/POLICIES ELIMINATED Council agreed that the following items should be reinstated in the Circulation Element draft- 2.12: raft2.12: State that the program should continue. 25: Keep this in the transit section. 35: Cross-reference this item to the bicycle plan. 3.7: Cross-reference this item to the bicycle plan. 75: Retain the fust sentence only. 230 P.M. Mayor Dunin declared a recess. 2AS P.M. City Council reconvened; Councilwoman Pinard absent. CIRCULATION EISMENT TABLE #4 Council discussed and agreed to the following changes to the table: A.8: Extend Sacramento Drive into the vacant land area and direct access onto Sacramento;prevent access from Orcutt Road. City Council Meeting Page 5 Monday, March 9, 1992 - 830 A.M. A.9: Evaluate the impacts more carefully,especially the Santa Barbara Road connection and the connection south to Bishop Road. B.2: Preserve the right-of-way to maintain fleidbility for potential circulation improvements in the future, which might include not just street widening, but also alternative transportation systems (Council decision: 3 in favor/1 opposed). BS: Study more options since Prado project is not yet defined. Connect Prado to Broad; provide improved turn lane. D.1: Council decision:3 in favor/1 opposed. D.2: Council decision: 3 in favor/1 opposed (yeses apply if the project is adopted as part of the Downtown Plan). APPOINTMENTS Al. HUMAN RELATIONS COMMISSION (File No. 113) Report by Council Subcommittee(Roalman/Rauoa) of recommendation for three appointments to the Human Relations Commission for terms to begin 4/1/92. Moved by Roalman/Ranpa (4-0-1, Councilwoman Pinard absent) to reappoint Don Green to a 4-year term expiring 3/31/96, reappoint Joan Lawrence to a 3-year term expiring 3/31/95,and appointed Linda Barra to a 3-year term expiring 3/31/95. STUDY SESSION 1. MARGARITA AREA CONCEPT PLAN (File No.441) Council considered the concept plan for the Margarita expansion area, between South Higuera Street and Broad Street, south of the South Street Hills. Eric Justason. representing RRM Design Group for the owners John King, Sierra Gardens, L.J. Martinelli, D. Garcia,and I Brugelli,reviewed the concept plan stating that the neighborhood envisioned would include several features of small towns or city neighborhoods developed during WWII era aiming for affordability, compactness,which would include: -a village green flanked by small stores and a church - detached houses on a range of lot sizes - a neighborhood park and elementary school - open hills with hiking trails City Council Minutes Page 2 Tuesday, March 24, 1992 - 7:00 P.M. - a community park - attached dwellings with "old town" character including some with small businesses on the ground floor and living quarters above - business parts similar to Higuera Commerce Park for the southwest corner of the area Mr.Justason provided a lengthy slide presentation showing the plan and identifying one of the key features in using reclaimed water to irrigate the school grounds, the parks and roadside landscaping. Council then held general discussion asking the following questions: Councilman Roalman questioned the cost that Housing Authority would pay for the low-income housing. Councilwoman RaRRa felt it was an exciting project. She questioned if this would be appropriate for density transfer sites in other areas of the city and suggested that the EIR address this. She also questioned whether the EIR could evaluate signalization at Tank Farm and Industrial Way. Mayor Dunin stated that the drainage basins will provide help to defray the run off from the current problems and part of that area which was a real positive. Upon question, Glen Matteson, Associate Planner, stated that it would be about five years for the Environmental Impact Report and specific plan to be approved. The planning would take place over another 5-6 years and, therefore, the entire project would be built out over a 10-15 year period. Councilman Reiss expressed concern about having alleys and the smaller lot sizes. He felt the alleys presented a public safety issue. Councilwoman Raona questioned how the affordable housing element effect the overall pricing. Also asked that the EIR look at dual systems for using reclaimed water and treated affluent for parks and schools. She felt the affordable housing component would be contingent upon the other conditions required by the Council. Councilman Roalman liked the mixed use concept and supported the alleys. He liked the linear parks off of Margarita. He liked the pedestrian and bikeway paths. He was concerned about the width of the right-of- way of up to 160 feet. He was also concerned that four lanes at Prado might be too much in this area and questioned what the visual would look like. He supported the one-acre with commercial and residential use, and had some concern where the RV Park was being recommended. Councilman Reiss questioned the need for a buffer zone between the residential and commercial. Attention must be paid to the layout of the commercial park He wasn't sure that the low-cost housing location would be appropriate and was concerned about the mixed use along Broad Street. He felt that the lot sizes were too small making the project feel too dense. The Brownstone affect along Prado was not appealing. Mayor Dunin supported the concept plan. He felt that it was a totally different concept in planning. He was very supportive of the alleys making it better for taking out trash and allowing service vehicles to the back of the lots. He had some concern with having a commercial park and RV park together. He would support trading a portion of the commercial park to the mobile home park He was very supportive of additional mobile home parks for the city. This is an excellent opportunity for people being able to live and walk to work He thought that home occupation permits available and integrated into the residential was a plus. He liked the potential use of the drainage basins for reclaimed use and supported the smaller lots. Overall, he felt the project was a good one. 9.00 P.M. Mayor Dunin declared a recess. 9:10 P.M. City Council reconvened, Councilwoman Pinard absent. City Council Meeting Page 3 Tuesday, March 24, 1992 - 7:00 P.M. Mayor Dunin asked for public comment. Michael Rubeta. 250 Calle Lupita, stated he was very impressed with the project but he was opposed to the alleys. He did feel that the traffic and density were issues needing to be addressed. David Friend, 555 Ramona, suggested the Council also look at Valencia as a model for this park. John Wallace.4115 Broad and a property owner representing the Martinellis,explained that they had looked at a dual purpose reclamation. Kirby Jansen.369 Calle Lupita, urged that the existing neighborhood be protected. He was concerned about the extra traffic that this project would create,particularly what would be generated on Higuera and urged that another route be identified. He was also concerned about the project creating additional drainage problems. He was supportive of the other amenities it would provide. Beth Diamond urged lower density for the project,was opposed to the alleys and was concerned about putting any more traffic on the collector's street. Don Diamond, 3170 Calle Mauva, urged the Council to open Prado Road for circulation purposes. He was concerned about having a school on the location because of its proximity to the airport. The park maintenance would be a horrendous expense for the city. He was also concerned about various safety issues. Sid Saleneer.3220 Calle Mauva,agreed with his neighbors and did not support the alleys. He was concerned about no access to Higuera. He did not believe that the proposal was in keeping with the character of San Luis Obispo. Philin Ashley stated that the property is currently agricultural land and would like to see that the birds of prey be protected. He was opposed to the development. Gerald Stone.357 Calle Lupita,was concerned about traffic circulation in his neighborhood. Roy Hamff.569 Lawrence Drive, was concerned about the retention basins. Michael Rubeta was concerned about the electronic magnetic field that homes should not be built under them. 2. CORPORATION YARD MASTER PLAN (File No. 583) Council considered the Corporation Yard Master Plan. Glen Matteson, Associate Planner, reviewed the staff' report and was requesting the Council confirm the direction provided in the sketch plan so that staff can complete the environmental review and prepare a Master Plan to be adopted by Council. Councilwoman Rapp did not feel the Master Plan was her vision of this quarter of the City as she felt that the composting facility was not compatible with the area. Also,she questioned whether the fire training facility might not be an appropriate area for future expansion if located here. C-�-B City Council Meeting Page 4 Tuesday, March 24, 1992 - 7:00 P.M. 28. FIRE TRAINING FACILITY/ECOSLO AGREEMENT (File No. 722) Bob Neumann.Fire Chief, reviewed the Fire Training Facility project modification and ECOSLO Agreement. He was recommending that the Fire Department be authorized to prepare and issue a Request for Proposals for architectural services for preparation of plans and specifications for a new training facility at the Prado Road site;and further to modify the existing lease agreement between the City and ECOSLO for continued use as a recycling center. Jerry Arnett. Battalion Chief, presented a brief slide presentation of the proposed Fire Training Facility. Mayor Dunin asked for public comment. Kirt Kunner spoke in support of the continuing agreement with ECOSLO. Roy Ham expressed concern that the facility would cost the city too much money. After discussion,Councilwoman RapRa stated that she would be willing to authorize the request for proposals as only in an initial study. After additional discussion,moved by Reiss/Dunin to support the staff recommendation to authorize the RFP for architectural services for plans and specifications for the Training Facility. Motion carried (4-0-1, Councilwoman Pinard absent). Kurt Kuuoer spoke again telling the Council it was not realistic to believe that ECOSLO would have sufficient funds to build a new site within three years as currently outlined in the agreement. David Friend spoke in opposition to the 3-year plan. He suggested that Council only give one year for ECOSLO to provide a new plan for its sure facilities. Councilwoman Raona also expressed concern that this site would not be large enough for future expansion of ECOSLO facilities. After additional discussion, moved by Dunin/Reiss to modify the existing lease agreement with ECOSLO for a one year period with additional review by the Council at that time. Motion carried (3-1-1-, Councilman Roalman voting no and Councilwoman Pinard absent). 2C. SLUDGE COMPOSTING (File No.526) John Moss.Wastewater Division Manager,reviewed the beneficial use options for the municipal sewage sludge- composting and agricultural land application. Staff was recommending that Council direct staff to proceed with the permitting and development of sludge composting and sludge land application projects to be located on City-owned property. Councilman Reiss stated he could not support it. He would suggest that private industry be used instead. Councilman Roalman also did not support this. Councilwoman Ranua suggested that staff pursue land acquisition with private properties or possibly with Cal Poly and suggested a sub-regional approach. Ken Hamuian. Assistant City Administrative Officer, stated that staff would come back with a revised plan taking in Council's comments for the Corporation Yard Master Plan and include Councilman Reiss'concerns about additional screening for that portion which has already been completed.
