RECOMMENDATION: By motion, approve exception to the Human Relations Commission's bylaws as recommended. Hampian* FINAL ACTION. Approved exception to the HRC bylaws due to special circumstances, Voges* C-6 TRANSPORTATION PARTNERSHIP PROGRAM (PETERSON/541) Consideration of approving an amendment to the State-Local Transportation Partnership Program agreement. RECOMMENDATION: Adopt resolution authorizing the execution of Program Supplement No. 001 to the State-Local Transportation Partnership Program Agreement No. SLTPP-5016 as recommended. C-7 TRAFFIC SIGNAL UPGRADE (PETERSON/T-14C) Consideration of plans and specifications for Traffic Signal Upgrade: Santa Rosa at Palm, Santa Rosa at Mill, City Plan No. T-14C; engineer's estimate - $70,000. (Plans and specifications available in Council Office for inspection.) RECOMMENDATION: By motion, approve plans and specifications, authorize staff to advertise for bids, and authorize City Administrative Officer to award contract if lowest responsible bid is within the Engineer's estimate as recommended. PeteAzon* FINAL ACTION: Approved plans and specifications, authorized staff to advertise for Voge6* bids, and authorized City Administrative Officer to award contract (A-52-92-CC) if lowest responsible bid is within Engineer's estimate as recommended C-8 PURCHASE OF REAL PROPERTY (HETLAND/168) Consideration of purchase of real property for siting the AutoPark Way Water Treatment tanks and facilities from Hysen Living Trust and Johnson Living Trust for the sum of $45,000. 3 n Council Agenda Monday, June 1, 1992 RECOMMENDATION: By motion, approve purchase and authorize the Mayor to: 1) execute an agreement for the purchase of real property from Hysen Living Trust and Johnson Living Trust for the sum of $45,000; and 2) have funds placed into escrow to cover the agreed upon purchase price plus an additional $5,000 for escrow fees, title insurance, recording fees, attorney's fees, and other related expenses as recommended. C-9 HOMELESS SHELTER SECURITY PROGRAM (HAMPIAN/1046) Consideration of contributing to the Economic Opportunity Commission (EOC) to fund a pilot security program for the Homeless Shelter on Orcutt Road. RECOMMENDATION: By motion, authorize a $2,250 contribution to the EOC to fund a portion of the costs contingent upon County and EOC participation as recommended. UTILITY RATE ADJUSTMENTS (STATIrER/516/525 - 60 min.) A. LOW INCOME ASSISTANCE PROGRAM Public hearing to consider a program to assist low-income customers afford City utilities. RECOMMENDATION: By motion, direct staff to prepare a low-income assistance program for water and sewer customers consisting of 15% rates reductions, one-time payment assistance, and hardware retrofit as recommended. WATER FUND RATE REVIEW Public hearing to consider: 1) retaining the existing rate structure for 1992- 93 and modest rate increases of approximately 6% annually beginning July 1, 1993 through June 30, 1997; 2) modifying the existing rate structure to establish separate rate classification for construction accounts and setting readiness to serve rates at the 5/8 inch meter level for all single meter residential accounts. RECOMMENDATION: 1) Retain the existing rate structure for 1992-93. Although no rate increases for revenue purposes are required for 1992-93, modest rate increases of approximately 6% annually are projected for 1993-94 through 1996-97. 2) Adopt resolution modifying the existing rate structure as follows: 5 Council Agenda Monday, June 1, 1992 a. Establish a separate rate classification for construction accounts under which each such account would receive a water allocation of two units per billing period at a cost of $1.20 per unit plus the usual readiness to serve charge based on meter size, with any water usage over the two unit allocation to be billed at $150.00 per unit. b. Set readiness to serve rates at the 5/8 inch meter level for all single meter residential accounts,which would require increasing the rate for consumption over 10 units of water from $2.40 per unit to $2.55 per unit effective July 1, 1992 in order to offset the revenue losses from this change. RECOMMENDATION: By motion: 1) Receive and approve the recommendations for reorganization outlined in the "Analysis of the Community Development, Recreation, and Public Works Departments," prepared by Hughes, Heiss & Associates; and 2) direct staff to implement the recommendations generally in accordance with the implementation plan outlined in the report as recommended. Public hearing to consider amending the City's Municipal Code to prohibit cigarette vending machines within the City. RECOMMENDATION: Introduce an ordinance to print amending Title 8 of the City's Municipal Code to include a new chapter (8.17) prohibiting cigarette vending machines in the City as recommended. Public hearing to consider establishing a 50% reduction in plan review fees for building permit applications involving identical buildings. RECOMMENDATION: Adopt resolution establishing a 50% reduction in plan review fees for building permit applications involving identical buildings, provided a full plan check fee is paid for the initial application and all identical applications are submitted at the same time as recommended. Consideration of the exchange water from Whale Rock Reservoir for State Water in order to eliminate the need to build all or a portion of the Chorro Valley pipeline. RECOMMENDATION: By motion, direct staff to proceed with Alternate 3, or Alternate 4, as discussed in the agenda report, and negotiate agreements with involved agencies and return to Council for final approval. Consideration of the disposition of the Stenner Canyon Mobilehome. RECOMMENDATION: By motion, reject a request by Ken Glick to lease City property in Stenner Canyon as recommended. ECONOMIC TASK FORCE (DUNIN/262 - 15 min.) Consideration of forming a five member Economic Task Force to study and make recommendations on the City's economic viability. Council supported the establishment of a Steering Committee which would serve as a nominating committee for the establishment of a S-7 member Mayor's Economic Task Force. The Task Force would be responsible for the development of a short- and long-term economic recovery program. UTILITY RATE ADJUSTMENTS (STATLER/516/525 - 60 min.) A. LOW INCOME ASSISTANCE PROGRAM Public hearing to consider a program to assist low-income customers afford City utilities. RECOMMENDATION: By motion, direct staff to prepare a low-income assistance program for water and sewer customers consisting of 15% rates reductions, one-time payment assistance, and hardware retrofit as recommended. B. WATER FUND RATE REVIEW Public hearing to consider: 1) retaining the existing rate structure for 1992- 93 and modest rate increases of approximately 6% annually beginning July 1, 1993 through June 30, 1997; 2) modifying the existing rate structure to establish separate rate classification for construction accounts and setting readiness to serve rates at the 5/8 inch meter level for all single meter residential accounts. 5 Council Agenda Monday, June 1, 1992 RECOMMENDATION: 1) Retain the existing rate structure for 1992-93. Although no rate increases for revenue purposes are required for 1992-93, modest rate increases of approximately 6% annually are projected for 1993-94 through 1996-97. 2) Adopt resolution modifying the existing rate structure as follows: a. Establish a separate rate classification for construction accounts under which each such account would receive a water allocation of two units per billing period at a cost of $1.20 per unit plus the.usual readiness to serve charge based on meter size, with any water usage over the two unit allocation to be billed at $150.00 per unit. b. Set readiness to serve rates at the 5/8 inch meter level for all single meter residential accounts,which would require increasing the rate for consumption over 10 units of water from $2.40 per unit to $2.55 per unit effective July 1, 1992 in order to offset the revenue .losses from this change. BUSINESS ITEM 2. ORGANIZATIONAL ANALYSIS (DUNN/101 - 60 min.) Consideration of recommendations by Hughes, Heiss & Associates for the reorganization of the Community Development, Recreation and Public Works Departments.
