Pierce, Projects Manager Subiect: State-Local Transportation Partnership Program Agreement CAO RECOMMENDATION Adopt a resolution authorizing the execution of Program Supplement No. 001 to State-Local Transportation Partnership Program Agreement No. SLTPP-5016. DISCUSSION The State-Local Transportation Partnership Program provides a pool of state money that is dispersed by CalTrans as a percentage of local funds that are spent on street projects that improve the carrying capacity of the street or extend the live of the existing pavement by more than 10 years. Applications are submitted to CalTrans and the percentage to be paid is determined by the value of the projects submitted and the amount of money appropriated by the legislature. The reimbursement made by CalTrans is based on the application estimate or the construction cost, whichever is lower. The reimbursement covered by the attached agreement is based on an application submitted in June 1990. The reimbursement rate for that year is 30.02%. The work was accomplished in the fall of 1991 under Project R-01A. The estimate for the work covered by this application was $387 , 837 which will provide a reimbursement of $116,428 . 67. Project R-01A also included work that was covered by an additional application. The state has just released a preliminary reimbursement rate for this application of 10.4%. Documents for that reimbursement will be provided in the near future. The Final Cost of that work was $399,947 which would provide $41, 594 should the reimbursement remain at 10.4%. FISCAL IMPACT Execution of this agreement will provide the City with $116, 428. 67 as the State share of work accomplished on project "Street Reconstruction and Resurfacing Project, Various Locations, " City Plan No. R-01A Attachinents: Resolution Agreement g:pvcy2-1.agd RESOLUTION NO. (1992 Series) PROGRAM SUPPLEMENT NO. 001 STATE-LOCAL TRANSPORTATION PARTNERSHIP PROGRAM AGREEMENT NO. SLTPP-5016 WHEREAS, the State of California through the State-Local Transportation Partnership Program, encourages the expenditure of local funds for street improvement projects, and WHEREAS, the City completed project Street Reconstruction and Resurfacing Project, Various Locations, City Plan No. R-01A that included pavement overlay and rehabilitation on South St. , Buchon St. , Islay St. , Leff St. , Ferrini Rd. , Sycamore Dr. , and Osos St. which qualifies for a 30. 02% State reimbursement. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Luis Obispo does hereby approves Program Supplement No. 001 to State-Local Transportation Partnership Program Agreement No. SLTPP-5016 and authorizes the Mayor to execute the documents. This Program Supplement is adopted in accordance with Paragraph 3 of Article I of the aforemen- tioned Master Agreement under authority of Resolution No. , approved by the Local Entity on (See copy attached) . The Local Entity further stipulates that as a condition to payment of funds obligated to this project, it accepts and will comply with any covenants or remarks setforth on the following pages. It is mutually understood between the parties that this contract may have been written before ascertaining the availability of legislative appropriation of funds, for the mutual benefit of both parties, in order to avoid program and fiscal delays that would occur if the agreement were executed after that determination was made. The total amount of State-Local Transportation Partnership funds payable by the State shall not exceed $250967 to be encumbered and reimbursed as follows: FY 91-92 $ 250967 FY 92-93 0 FY 93-94 0 Any increase in State Partnership funds will require a revised program supplement. Any decrease in State Partnership funds will require a revised finance letter. 2 . The State Funds Share is calculated based on the lower of the approved eligible application amount or the eligible award amount. 3 . The Reimbursement Ratio for this Cycle 2 (91/92) project is 30. 02%. �G S
